Enclosed please find details pertaining to our request for your funding assistance. This
application covers a playground project presently being coordinated by the Parents for
Education organization of the Blair Community Schools. Our organization is a group of
parents who serve the three Pre -K-2 elementary schools in the community and our project
encompasses two of the schools that are in need of new equipment. The enclosed
application will address our plans and progress for this project.

Parents for Education (PFE) was formed in 1999 and is in their second year of existence.
PFE is comprised of parents whose children attend Blair Community Schools - grades Pre -K-
2 and our Pre -K-2 principal who provides a key link with the school administration and board
members. Our focus is to support the lower elementary schools in many facets of education
including such activities as providing teaching tools, classroom activities, sponsoring
lectures, community awareness, teacher appreciation efforts and a current goal of raising
funds for the purchase of playground equipment for two of our schools. Our primary
source of funding comes from fundraising activities and business solicitations. To date we
have raised over $5,000 for our schools through various activities including bake sales,
Burger King & Runza Nights, Blair Restaurant Nights, basket auction, General Mills box top
and Campbell Soup label redemption and Bear Cub T-shirt sales. In January 2001 during
Math Night, PFE kicked off its Pennies for the Playground Campaign with a challenge for the
students and community to collect a million pennies. Students at all three of the district's
lower elementary schools have collected nearly $400 in the first month. Fundraising
efforts will continue in the coming year with a number of additional activities planned and
funding earmarked for the purchase of playground equipment. The Blair Community Pre -K-
2 schools serve approximately 500 children in the community and surrounding area. (Refer
also to enclosed brochure - Attachment A)
Although Blair has one of the larger rural school districts in the state of Nebraska, we have
been hit, like many others, with operating fund challenges. The primary source of funding
comes from local property taxes. State aid was reduced by over $700,000 this past year.
These financial resources have been concentrated primarily on academic materials, qualified
teachers, and new technology to support our growing district and thus are not presently
adequate to support the full purchase of new playground equipment.

Playground Improvement Project
The planned playground improvement project will encompass the purchase and installation of
equipment at two of our three elementary schools. The first priority is West School and
the second is South School. Much of the equipment at both of these schools is over 25
years old and does not meet recent standards that have been put in place for schools and
public play areas. Additionally, a portion of the equipment is wooden and creates safety
concerns with excessive splinters. New ADA requirements also suggest that our current
equipment may not be suitable for our disabled students.
Play Structure Design & Materials
See attachment B for vendor design proposals obtained from GameTime & Miracle
Recreation.
We have worked with two vendors to look at various designs that will meet the needs of our
students and community. It is our intent to select flexible equipment that can be added to
in the future as additional growth occurs and portions of existing equipment that are left
become unusable. In general, designs include slides, tubes, decks, overhead events,
ladders/climbers, bridges, panels and bars. In addition, our vendors have been asked to
include the appropriate number of ground play components to ensure ADA standards are
met. Our equipment will target children of the ages 5-12 and capacity of the installed units
will be in the range of 50 - 60. This is necessary to serve the 150-175 students at each
school and other children in the community and surrounding rural areas who will use the
equipment. Materials used will include galvanized or punched steel, aluminum, and high
density or recycled plastic all of which comply with The American Society for Testing and
Materials standards (ASTM F1487) and The International Playground Equipment
Manufacturers Association (IPEMA).
At this point we believe the current ground cover would be adequate, however, we will
evaluate funding availability near the end of the project and hope to eventually update the
existing ground cover and boarders.
Items (D) & (E.) Project Time Frame and Funding
Project Plan and Schedule
Near the end of the 1999-2000 school year, PFE identified the need for the replacement of
playground equipment at both West and South schools. With the district's funding
challenges, it was apparent that the school, itself, would be unable to provide a significant
portion of the costs. At that point, PFE began the process of moving forward by obtaining
school board approval for the project in July of 2000. Following approval, an initial
solicitation fund drive was begun and several area businesses were contacted for support.
The local newspaper was contacted and our intent was shared with the community through a
news article. In September 2000 at PFE's first meeting of the new school year, a sub-
committee was formed to focus efforts primarily on the playground fundraising process.

A PFE brochure was created to assist with communications. In addition to continuing on
previous fundraising efforts, we organized several new ones. A Blair Bear Cub T -Shirt and
Sweatshirt fundraiser was organized and carried out in November and December 2000. In
January 2001 the Pennies for the Playground campaign was kicked off and the sub-
committee met with a sales associate from GameTime in Fremont, NE to review initial
information about a possible purchase. During February 2001, we identified several
additional resources for possible funding and at that time applied for the Peter Kiewitt
Foundation's Playground Grant Program. We also obtained a proposal from an additional
vendor, Miracle Recreation Equipment Company, in Omaha. During this time, several
meetings took place with school representatives to solicit input for the final project
proposal. In March 2001, we have applied for a Blair Area Community Foundation grant in
addition to this application.
The remainder of the schedule will be to continue fundraising efforts throughout this and
next school year. We plan to again hold our traditional events that have been quite
successful and also add some new ones. We have several Burger King and Runza nights
scheduled in the next few months in which 20% of the proceeds from all purchases by
school parents and relatives are donated to PFE. The students were recently challenged to
raise over $200 at a Burger King night and, as a result of their success, are awaiting the
"reward" of seeing their teachers wear pajamas to school. A Blair area restaurant night is
scheduled for April in which all participating restaurants will also contribute 20% of total
applicable purchases. At each school's Spring Sing Concerts in March and April, PFE is
holding a bake sale and basket auction. We have also introduced a Blair Bear fleece blanket
sales fundraiser to finish out the school year. Additionally, plans are being discussed for a
booth at our upcoming Gateway to the West weekend.
Our objective is to complete fundraising efforts by Spring 2002 and to order equipment in
early April 2002. The school will provide the labor for installation. We hope to have the
equipment fully in place during May 2002 as a final "gift" to our students for the 2001-02
school year and also for use during the summer months by everyone in the community.

The school district will provide ongoing maintenance for play areas at both schools.
We are requesting your commitment for any funding that might be available as soon as
possible. This will assist us with finalizing our overall fundraising strategy and needs. It
would not be necessary to actually draw on funds awarded until March 2002 when the
equipment is ordered. If a distribution was granted at an earlier date, it would be held with
other funds earmarked for playground equipment in the Blair Community Schools Foundation
account.
