2000-04-11 Stemmerman Park; Tennis Court Renovation and EquipmentRequest for Keno Funds For the purpose of Stemmerman Park Tennis court renovation and tennis equipment. Submitted March 10, 2000 By Michael Hinrichs 426-3232 For Blair Tennis March 8, 2000 To: The Keno Board, Blair, NE From: Michael Hinrichs, Blair tennis player and community supporter Re: Request for funds for the renovation of Stemmerman Park tennis courts and equipment to continue its use by the Blair community and to promote the sport of tennis. This letter is a request by Michael Hinrichs on behalf of Blair tennis players and the Blair Park Board for funds for the renovation of Stemmerman Park tennis courts. I have structured this letter as requested in item #5 of the Keno Fund Application Policies and labeled the information supplied by the associated letter of the information requested. A.) Contact person for the implementation of improvements is Pat Long, City of Blair and board member of the Blair Park Board (phone #533-8589). Donated funds for the project are to be held by Blair Area Community Foundation in fund account "Blair Tennis" at Washington County Bank. Fund inquiry should be directed to Katie Mines, Advisory Board Chairperson. Contact Michael Hinrichs (426-3232) regarding the status of fundraising and project development. B.) The Blair community has been fortunate to have four tennis courts at Stemmerman Park at Tenth Street and Jackson. This highly visible area of town is the activities center for city baseball, softball, soccer and tennis leagues, also winter ice- skating, a frequently used playground and all the Blair High School activities. Blair tennis players fill the courts most summer evenings. We estimate that there are over 200 regular tennis players. The High School has PE tennis lessons every year (about 180 — 200 kids each year). Last year the YMCA had 30 people in leagues and youth classes. Cargill had 20 people in their singles and mixed doubles leagues. The USTA (United States Tennis Association) stated last year there was a 10% increase in regular tennis players and they expect that trend to continue this year. USTA membership increased by 30,000 people last fall alone. With an active community and a good facility we should see the same growth in Blair. C.) The Blair Tennis sport is in dire need of help. The only usable courts in town are these city courts at Stemmerman Park. There are cracks in the courts, the nets are coming apart, the traction is getting bad in high traffic areas of the court and we need new windscreens and backboards. The local YMCA has no plans for new courts yet in their first four phases of construction and the two Dana College courts are in much worse shape than Stemmerman. The repairs needed are as follows: REPAIRS NEEDED: Amount > Resurfacing the tennis court- repair cracks and paint est. - $ 10,000 • New netting for four courts est. - 700 > Install Windscreens 2,290 > Replace Backboards est. - 500 > Portable Ball Machine (for tennis clinics and practice) est. - 2,000 Total Estimated Repairs and equipment $ 15,490 D.) As stated above, the total estimated project cost is $15,490.00. The Blair Park Board stated that they could add to there budget for 2000 the cost of two nets and $1,000 for the windscreens. They passed a motion to support my efforts to raise the funds for the courts resurfacing and would allow a plaque at the entrance to the tennis courts in recognition of the financial supporters. The Washington County Tennis Association three years ago turned over running the leagues and clinics to the YMCA but still have $2500 to "help promote tennis in Blair". Ken Larsen, the association chairman, has indicated that they will donate that amount to the project. Ken had the 1998 bid for the resurfacing done and had the bid confirmed as firm for this spring. Cargill Corn Milling, Blair, NE donations committee has authorized $5,000 to be donated to the project if the City of Blair matches that amount. We can achieve this challenge with the Blair Park Board commitment of $1,350 and the proposed Keno fund request of $3800. My goal is to have the remaining balance of $2,840 committed to by early April. Our goal is to have the courts resurfaced by league time on the first week in June. We would need to have all funding secured by Mid -April and ready for release by project completion, the end of April. The City of Blair as of March 8, 2000 has released the funding for two nets. I would expect some other equipment purchases to be made in late March or early April. Payment for the resurfacing is contracted for 15 days following completion. They said that it takes one week to do the work and could schedule the work shortly after agreement is signed. Thank you for your consideration to fund this project. It was noted that nearly 200 individuals use the courts including two leagues, Blair Public School students and the public. I am a frequent visitor to the Youth Sports Complex adjacent to the tennis courts. It is a rare evening that I have not noticed individuals enjoying a game of tennis. Repairs to the tennis courts have been in the Park Board's one and five-year plan for several years but funding has been lacking for the project. Support from individuals and others like you can make this project a reality. The Blair Park Board offers our support to your efforts. At the February 9 meeting of the Blair Park Board, a motion was approved "To support Mike Henricks in his efforts to revitalize and repair the tennis courts at Stemmerman Park". Existing surfaces should be properly sloped for good drainage, and free from cracks. The process consists of the repair of any minor depressions, followed by application of the Plexipave System. NOTE: The success of the all-weather characteristics of resurfacing is dependent on a sound base (with good drainage) and'asphalt concrete meeting the requirements. of The National Asphalt Paving Association and the U.S. Tennis Court and Track Builders Association. Surface variation should not exceed 1/ 8 inch in ten feet. when measured in any direction with straightedge and a slope of 1 inch in 10 feet, all in one plane. 2.0 MATERIALS 2.1 Plexipave Court Patch Binder - shall comply with Specification 10.14 of California Products Corporation. 2.2 Plexipatch - shall comply with Specification 10.21 of California Products Corporation. 2.3 Acrylic Resurfacer - shall comply with Specification 10.8 of California Products Corporation. 2.4 Plexipave Color Base - shall conform to Specification 10.5 of California Products Corporation. 2.5 Plexichrome - shall conform to Specification 10.1 of California Products Corporation. 2.6 Plexicolor Line Paint - shall conform to Specification 10.4 of California Products Corporation. 2.7 Water - the water used in all mixtures shall be fresh and potable. 3.0 CONSTRUCTION 3.1 Surface Preparation - The surface to be coated must be sound, smooth, and free from dust, dirt or oily materials. Prior to the application of surfacing materials, the entire surface should be flooded, and checked for minor depressions or irregularities. Any puddled area covering a nickel shall be marked and repaired with Court Patch Binder using the following mix: 100 lbs. 60 — 80 mesh silica sand (dry) 3 gallons Plexipave Court Patch Binder 1 to 2 gallons Portland Cement (dry) (depending on humidity and temperature) Tack coat consisting of 1 part Court Patch Binder and 2 parts water shall be applied to the patch areas and allowed to dry thoroughly prior to patching. No application shall be covered by a succeeding application until thoroughly cured. Dilution with water and sand is required utilizing the following mix: Acrylic Resurfacer 55 gallons Water (Clean and Potable) 20 — 40 gallons Sand (60 — 80 Mesh) 500 — 900 lbs. Liquid Yield 112 —138 gallons 5.0 FORTIFIED PLEXIPAVE 5.1 Fortified Plexipave shall be applied by rubber bladed squeegee on the clean, dry surface in 3 applications to obtain a total quantity of not less than .15 nor more than .23 gallons per sq. yd. of area, based on the material prior to any dilution. No application shall be covered by a succeeding application until thoroughly cured. Fortified Plexipave can be job mixed as follows: Plexipave Color Base 30 gallons Plexichrome 20 gallons Water 20 gallons The diluted material shall be homogeneous. Segregation before or during application will not be permitted. The finished surface shall have a uniform appearance and be free from ridges and tool marks. 5.2 PLAYING LINES Four hours minimum after completion of the color resurfacing, 2 -inch wide playing lines shall be accurately located, marked, and painted with Plexicolor Line Paint as specified by U.S. Tennis Association. 6.0 LIMITATIONS No parts of the construction involving the Plexipave System conducted during rainfall, or when rainfall is imminent. The air temperature must be at least 50° F and rising. Do not apply when surface temperature is above 140° F. DO NOTALLOW ANY CUR- ING AGENTS OR HARDENERS TO BE USED. Concrete must cure for 28 days. Thoroughly remove all dirt, dust, mud, oil and all foreign matter. DO NOT use Concrete Preparer and Ti -Coat over existing color coaled concrete sur- faces.Apply Acrylic Rosurfacer and Plexipave textured color coats directly to a clean existing color coat. 2.1.1 CONCRETE PREPARER - Uncoated concrete surface must be etched with Concrete Preparer solution according to specification 10.13. After drying, all latent material must be removed from the surface. 2.1.2 PRIMER COAT - Mix and apply California Ti -Coal epoxy primor according to specification 10.17. Use only ort uncoated surfaces. NOTE: Plexibond Coating may be used as an alternate for priming concrete courts. Consult manufacturer before mixing. 2,1.3 ACRYLIC UNDERLAYMENT - Al least one application of California Acrylic Resurfacer (black) shall be applied to the surface within 1.3 hours after t application of Ti -Coat and while still tacky to fingertip touch. Dilution with water and sand is required utilizing the following mix Acrylic Resurfacer - 55 gal, Water - 20-40 gal. Sand - (60 - 80 mesh) 600.900 lbs. Liquid Yield =112-138 gal, Application Rate: .07-.08 gal./s.y. 2.1.4 DEPRESSIONS - After the Acrylic Resurfacer has dried, the court shall be flooded to locate depressions covering a nickel. Depressions shall be filled with Court Patch Binder according to specification 10.14 using the following mix: 100 lbs. 60.80 mesh silica sand (dry) 3 Gallons Plexipave Court Patch Binder 1 to 2 gallons Portland Cement, Type 1(20 lbs, min.) TACK COAT -A tack coat is necessary under patches only and shall be mixed as follows: Plexipave Court Patch Binder diluted with 1 part Court Patch Binder to 2 parts wateq'and allowed to thoroughly dry prior to patching.After patch- ing the surface shall not vary more than 1/8 Inch In 10 fl. measured in any direction. 3.0 PLEXIPAVE COLOR BASE AND PLEXICHROME 3.1 Plexipave Acrylic textured coats shall be applied by rubber bladed squeegee on a clean, dry underlying surface in 3 applications to obtain a total quantity of not less than .15 nor more than .23 gallons per sq, yd, of area, based on the material prior to dilution. Dilution with Plexichrome and water to obtain proper application consistency will be as follows: Plexipave Color Base - 30 gallons Plexichrome - 20 gallons Water - 20 gallons The finished surface shall have a uniform appearance and be free from ridges and tool marks. 3.2 PLAYING LINES 2 -Inch wide textured playing lines shall be accurately located, marked and painted with Plexicolor Line Paint as specified by the U.S.Tennis Association.
