'596 Up 40 / 0 On Wednesday, April 28, 1999 the Blair Community Schools Foundation Board of Directors met and voted to contribute $2,000.00 to the Band Boosters instrument fund drive. At their meeting held last night May 10, 1999 the Blair Board of Education moved to support the request of the Blair Band Boosters regarding their equipment purchase in the amount of $6,000 in district funds. All members present voted Aye. Mayor Mines declared the motion carried." This request will be considered for final approval at a later date pending the stipulation of the above motion. Meeting was called to order by Chairman Isham. Motion by Wolff, second by Dillon to approve the minutes of the June 23, 1998 meeting. All members present voting Aye. City Administrator Storm reviewed the Keno Fund report which showed a current balance (February 28, 1999) of $184,428.72 and outstanding obligations of $19,974.54. Request No. 1 — Blair Band Boosters The band booster's request was for $10,000 to help with the purchase of a Timpani set and six (6) Tubas. Motion by Howland, second by Dillon to approve the request as presented. All members present voting Aye. Chairman Isham declared motion carried. Request No. 2 — American Legion Post 154 Paul Nockels declared a conflict and refrained from participating in the discussion. Bernie Kros, from Legion Post 154, was present to discuss the application. He indicted this request was for the restrooms, concession stand and infield conditions only. A request will be made at a later date for the balance of the improvements. The Committee reviewed the projected costs, which included actual versus donated labor. Motion by Isham, second by Dillon to participate in 25% of the actual costs, not to exceed $15,000. All members present voting Aye. Chairman Isham declared the motion carried. Request No 3 — Blair Community Hospital City Attorney Samson reviewed this request, including the definition of "Community Betterment" and the latest Attorney General opinions relative to use of the Keno funds for private 503C Nonprofit Corporations. Motion by Nochols second by Wolff to table this request until the City Attorney can get a written opinion from the Department of Revenue Gaming Division on whether or not the request would meet the definition of "Community Betterment". History, goals and activities of Blair Band Boosters For over 20 years, the Blair Band Boosters have supported instrumental music education for Blair Community Schools. Parents of senior high band students volunteer support and raise funds to assure quality instrumental music education in Blair. Blair Band Boosters assist Blair Community Schools through volunteer work and funds that supplement and support Blair music education staff. Goals for the Blair Band Boosters during the 1998-1999 school year are ambitious: 1) purchase large instruments that need replacement: six tubas and cases and a pair of timpani (kettle drums) 2) begin planning for the Blair High School marching band to perform at a national football bowl parade in three to four years 3) organize ongoing fundraising events through private donations, grants, and activities such as the football chili feed, salad supper, and magazine sales, etc. 4) host the district music contest Blair Band Boosters activities include: 1) organize the distribution, cleaning, and repair of student band uniforms 2) clean and manage the storage area for band uniforms and equipment 3) donate funds for band teachers to attend the Midwest Band Clinic in Chicago each year 4) donate funds to Nick Olsen Scholarship fund 5) organize the annual spring band awards banquet 6) purchase instruments and equipment for the band 7) purchase flag squad flags 8) assist school staff with planning out-of-state band trips 9) organize band fundraisers (magazine sales, salad suppers, chili feed, cookbook sales, concessions) 10) provide volunteer chaperons for band student trips to parades, pep band, and music competition page 2 Blair Band Boosters KENO application Blair High School enjoys an outstanding reputation for a high quality instrumental music education program. During this school year, over 500 Blair elementary, middle school, and high school students participate in band education. Blair High School marching band competes each year at the Nebraska City Apple Jack Festival and Omaha's River City Round -up. The band ranks first or second each year in both marching competitions. Annually, the band represents Blair by marching at the Nebraska State Fair. Blair High School was invited to represent Nebraska at the 1999 July Fourth parade in Washington, D.C. Unfortunately, the band needed to decline that invitation. In 1998, almost 10% of the Nebraska All State Honor Band was comprised of Blair High band students. Sixteen students gained a spot in the All State Band that includes students from all classes of Nebraska schools. Blair Band Boosters expand music education by organizing an out-of-state performance opportunity for band students at least once during their high school career. Last summer, Blair High marched in Florida at Walt Disney World and Epcot Center. Over 200 Blair students and volunteer parent chaperons traveled to Florida as representatives of our school and community. Band students, parents, and Band Boosters raise funds for this educational opportunity. Blair residents enjoy performances by the band students during high school musicals, local concerts, athletic events, graduation, music contests, and parades. Blair is highly visible in communities when the band performs. Blair Band Boosters and parents of band members are loyal followers! In April 1999, Blair High School will host, for the first time in many years, the annual District Music Contest. This contest invites all metro area schools in Blair's class to compete for awards with their best and most talented band and vocal students. Hundreds of eastern Nebraska music students, educators, and family members will be in Blair during this event. Blair expects to alternate with Elkhorn as host of this annual contest in the future. C. Prosect Description The Blair Band Boosters are currently raising funds to replace six tubas and a pair of timpani. These musical instruments are approximately 25 years old and have been marked for replacement for several years. The equipment has deteriorated and is almost impossible to repair. The timpani are very difficult to tune properly and cannot be moved easily. The tubas were used instruments when originally purchased by the Blair Community Schools. At times, the tubas cannot be played due to broken keys and pads that need replacing frequently. page 3 Blair Band Boosters KENO application The priority for Blair Community Schools is academics, therefore limited school funding is available for these large and expensive band instruments. The cost of tubas and timpani are prohibitive as a usual budget item with the changes in school funding. However, these large expensive instruments balance the band and are necessary for quality performance in concert band. Just as any team requires state of the art equipment, the Blair High School Band needs adequate instruments to continue the outstanding music education program. Therefore, the Blair Band Boosters are committed to the replacement of six tubas and a pair of timpani for the music education program in Blair Community Schools. D. Proiect Cost, Revenues, and KENO request Attached are the price estimates for the purchase of timpani and tubas.
