COUNCIL MEMBER WOLFF INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP FOR THE CITY OF BLAIR
BY ESTABLISHING AN OVERLAY DISTRICT UNDER SECTION 1007 SCB SPECIAL
MIXED USE CENTRAL BUSINESS DISTRICT OVERLAY DISTRICT) OF THE CITY OF
BLAIR ZONING ORDINANCE TO CREATE AN OVERLAY DISTRICT INTENDED TO
ACCOMMODATE UNIQUE LAND USE AND OTHER DISTINCTIVE
CHARACTERISTICS OF THE OLDER ESTABLISHED CENTRAL BUSINESS DISTRICT
ALONG FRONT STREET BETWEEEN 14TH AND 19TH STREETS; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, PROVIDING
WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT AND
PUBLISHING IN PAMPHLET FORM.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
BLAIR, NEBRASKA:
SECTION 1. That the Zoning Regulations of the City of Blair were amended by
Ordinance 2381 on August 13, 2019 adding Section 1007 SCB Special Mixed -Use Central
Business District allowing for the creation of overlay districts intended to accommodate unique
land use and other distinctive characteristics of the area established as Central Business District
in Blair. The SCB district, used in combination with the base zoning CCB — Central Business
District, allows variations in permitted uses and site development regulations that are adapted to
the needs of this special area.
SECTION 2. That the Special Mixed -Use Central Business District (SCB) is an overlay
district intended to accommodate unique land use and other distinctive characteristics of the
northern area of the Central Business District (CCB). This area is generally along Front Street
and south of the railroad tracks in the central part of Blair. Specifically:
• the area north of Front Street and south of the railroad tracks between 14th Street and
15th Street.
• the area north of the alley between Washington Street and Front Street and south of the
railroad tracks between 15th Street and 16th Street.
• the area north of Front Street and south of the railroad tracks between 16th Street and
17th Street.
• the area north of the alley between Washington Street and Front Street and south of the
railroad tracks between 17th Street and 18th Street.
• the area north of Front Street and south of the railroad tracks between 18th Street and
19th Street.
SECTION 3. That Exhibit "A" attached hereto and duly included herein by reference
adopts Zoning Map SCB-201901, outlining the properties included in the SCB overlay district.
SECTION 3. Be it further ordained by the Mayor and City Council of the City of Blair
that the official zoning map of the City of Blair should be changed to reflect the SCB overlay
district used in combination with the base CCB — Central Business District as established hereby.
SECTION 4. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
SECTION 5. This ordinance shall be in full force and effect from and after its passage,
approval and publication as provided by law.
