COUNCIL MEMBER ANDERSEN INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE AMENDING THE CITY OF BLAIR ZONING ORDINANCE ARTICLE 10
BY ADDING SECTION 1007 SCB SPECIAL MIXED USE CENTRAL BUSINESS DISTRICT;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, PROVIDING WHEN THIS
ORDINANCE SHALL BE IN FORCE AND EFFECT AND PROVIDING FOR THIS
ORDINANCE TO BE PUBLISHED IN PAMPHLET FORM.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
BLAIR, NEBRASKA:
SECTION 1 That Section 1007 SCB Special Mixed Use Central Business District be
added under Article 10 to the Blair Zoning Ordinance and all language reference regulations
pertaining to a SCB Special Mixed Use Central Business District Section 1007 is hereby added
and Sections 1007.01 through Sections 1007.05 are hereby added in their entirety, all attached
hereto as "Exhibit A" and fully incorporated herein by reference.
SECTION 2 All ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 3 This ordinance shall be in full force and effect from and following the
passage and publication hereof as required by law.

SECTION 1007 SCB SPECIAL MIXED USE CENTRAL BUSINESS DISTRICT
1007.01 INTENT: The Special Mixed Use Central Business District (SCB) is an overlay district
intended to accommodate unique land use and other distinctive characteristics of the northern area
of the Central Business District (CCB). The SCB District, used in combination with the base CCB
— Central Business District, allows variations in permitted uses and site development regulations
that are adapted to the needs of this special area.
1007.02 PERMITTED PRINCIPAL USES AND STRUCTURES: Uses and structures permitted
under the provisions of the regulations of the Parent CCB District of which this district is made a
part shall be permitted.
1007.03 PERMITTED ACCESSORY USES AND STRUCTURES: Accessory uses and
structures permitted under the provisions of the regulations of the Parent CCB District of which
this district is made a part and those normally appurtenant to the uses and structures permitted as
exceptions shall be permitted.
1007.04 EXCEPTIONS: Exceptions permitted under the provisions of the regulations of the
Parent CCB District of which this district is made a part shall be permitted, along with the
following additional exceptions:
(1) Automobile service stations;
(2) Building materials, lumber yards and fuel yards, with or without retail sales;
(3) Contractor yards, material fabrication shall be done inside only;
(4) Gasoline filling stations;
(5) Printing and publishing businesses;
(6) Repair garages;
(7) Storage Units, Mini.
(8) Utility substations, pumping stations, and water reservoirs;
(9) Wholesale, storage and warehouse uses;
(10) Signs subject to SECTION 1114 of this Ordinance;
1007.05 CONDITIONS FOR GRANTING EXCEPTIONS: All provisions for the granting of
exceptions under the Parent CCB District of which this district is made a part shall be followed.

1007.06 ADOPTION OF AN SCB DISTRICT:
(1) The ordinance adopting the SCB District shall include a map detailing the boundaries of the
district.
(2) Each SCB District shall be shown on the zoning map, identified sequentially by year and
order of enactment, i.e. SCB-201901, SCB-201902, etc.
