2019-06-25 Amended Fees for Depot and CemeteryPolicies and Procedures for Cemetery Charges and Reserving and Rental of Park Facilities The intent is that this policy shall govern the Charges for the Cemetery, and charges and use of all the Parks and Park facilities within the City of Blair, Nebraska, including but not limited to Black Elk/Neihardt, Lions, Steyer, Rhoades, Ridgeview, Bob Hardy RV Camp grounds, Rich Warrick Memorial, Stemmerman, and Optimist. A. All parks, park equipment and park facilities, shall be available for the use by the public on a first come, first serve basis for non-commercial use at no charge except as listed G. below. B. All parks and park facilities shall always be alcohol free, except as exempted in C below. Anyone possessing or consuming alcohol in the parks and park facilities shall be prosecuted per the City of Blair municipal code, unless exempted in C of this policy. C. Possession of alcohol in Optimist Park shall be permitted for purposes of transporting from vehicle(s) to boat launching. Consumption in Optimist park shall always be prohibited. D. All parks and park facilities shall be non-smoking. E. Guns in the City of Blair parks shall be governed by the Blair City Code. Signs shall be posted prohibiting open carry in City Parks, except as exempted in (F) of this policy. F. Open carry in Optimist Park shall always be permitted for purposes of transporting guns from vehicle to boat, for boat launching. G. The following parks and/or park facilities may be reserved by paying the fees as outlined in the attached exhibit A, Parks and Cemetery Fees and Charges. Reservations shall be limited to one year, 365 days, in advance except for the use by the City or by the Chamber of Commerce for the annual Community Celebration. Rentals shall be subject to rates in place at the date of the usage as amended from time to time by the Blair City Council. (Upon adoption of this policy, the City will honor all rental reservations scheduled prior to April 1, 2019, but rentals will be subject to the -rate in place at the date of the usage as amended from time to time by the Blair City Council.) L Black Elk/Neihart Park—The large shelter may be reserved. (If not reserved a minimum of two days in advance, which allows the City Parks Staff to post the reservation, usage will remain first come first serve basis.) ii. Lions Park — Non-Commercial/Community Non -Profit organizations/Public Entities — Main shelter located in northwest area of the park and Depot in the Park may be reserved. Area's outside the facilities remain open and usable by public. Commercial — Main shelter, Depot in the Park, and area between Depot and shelter may be reserved for a commercial event. Area surrounding and including play equipment shall always remain available for public use. (If shelter is not reserved a minimum of two days in advance, which allows time for the City Parks Staff to post the reservation, usage will remain first come first serve basis. Depot only available by rental.) iii. Steyer Park — Lower Main Shelter may be reserved. (If shelter is not reserved a minimum of two days in advance, which allows time for the City Parks Staff to post the reservation, usage will remain first come first serve basis.) iv. Hardy RV Park— RV Camper Pads and tent camping areas available on first come, first serve basis. Rentals limited to five consecutive nights per stay. Each stay must be separated by minimum of seven nights. (The nights per stay may be extended by the City Administrator upon request if extra nights are for purposes of medical, dental care, caring for family members, and visiting of relatives in the community.) Exhibit A - Parks and Cemetery Fees and Charges Parks Fees — All rental fees shall be paid at time of reservation . Deposits shall be due at same time as key pickup. All rental fees shall be forfeited unless canceled fourteen (14) days in advance of the reservation date. Required deposit(s) shall be returned unless key is not returned by 10:00 a.m on the first business day following the rental or if the facility is not cleaned up as it existed prior to the rental. 1. Non -Commercial (Daily) a. Reserve/Shelter Use - $50.00 b. Reserve/Depot Use - 7:00 a.m. until 2:30 p.m. $50.00 4:00 p.m. until 11:00 p.m. $50.00 All day $75.00 $50.00 deposit, Cash or Check. If by check, check will be held and only cashed if conditions of required deposit not met. c. Non-Profits/Community organizations —Shelter - No Charge Depot - No Charge/$50 deposit 2. Commercial Event* (Daily) (Must provide certificate of insurance showing liability insurance and workers comp in amounts of not less than $1,000,000 and naming the City of Blair as additional insured.) a. Reserve/Shelter use $50.00 b. Reserve/Depot use 7:00 a.m. until 2:30 p.m. $75.00 4:00 p.m. until 11:00 p.m. $75.00 All day $125.00 $50.00 deposit, Cash or Check. If by check, check will be held and only cashed if conditions of required deposit not met. c. Reserve/Use Open Area $100.00 (Open area only reserved in conjunction with depot or shelter rental (Between Shelter and Depot) *Commercial use shall be defined as an individual or business renting for event for purposes of making a financial profit. 3. Hardy RV Campground a. Camper Pads with electricity $17.50 per night b. Tent Camping areas $12.50 per night Cemetery Fees and Charges 1. Grave space purchase a. Adult/Infant/Cremation (40" x 10' & 45" x 10') $550.00 b. Baby Section —Infant (under 2) Cremation (Any) (30" x 60") $300.00 2. Grave Openings/Burial a. Adult—All except Infant $550.00 b. Infant (under 2) $350.00 c. Cremation (one urn) $300.00 d. Cremation (one urn w/vault) $350.00 3. Additional Charges a. Saturday morning interments (additional) (Based on arrival time) $250.00 b. Saturday afternoon interments (additional) (Based on arrival time) $350.00 c. City recognized holidays (mornings only) $350.00 d. There shall be a service fee of $125 per hour for any service extending after 4:00 P.M. on any normal week workday. Over time charge shall run until staff have completed funeral duties. e. Disinterment and re -interments in same grave shall be charged for one (1) opening and any additional time or equipment used in the removal of said disinterment with the City rental fees and expenses. f. Any disinterment and re -interment, in another grave, shall be charged for two (2) openings plus any additional fee applicable.
