2019-06-19Blair Park Board Meeting Minutes for June 19, 2019 Call to Order: The Blair Park Board President Niel Jensen called the meeting to order at 7:13 p.m. Present: Niel Jensen, Todd Wick, Jeene Hobbs, Betsy Anderson and Parks Superintendent Pat Long. Approval of Minutes: The May 8, 2019 Minutes were approved by Jeene Hobbs and seconded by Todd Wick. Approval of Bills: No bills presented. Old Business: 1. Policies and Procedures for Cemetery Charges and Reserving and Rental of Parks Facilities. At the request of the city administrative staff the policies and procedures document was again reviewed. Changes were made to the rental hours and corresponding fees for the park shelters including The Depot. This was done to aid in the daily management of these facilities. Jeene Hobbs moved to accept the changes for fees and reservation hours. Todd Wick seconded the motion. All board members voted in favor of the motion. These changes will go before the City Council June 25, 2019. New Business: 1. Playground Bids for Renovation and Improvements at Steyer and Stemmerman Parks. Bids for the renovation and improvements of Steyer and Stemmerman Park playgrounds were received. The bid package was sent to five companies with three responding. The Steyer Park bid included: twirl slide/freight/installation, web climber/freight/installation, installation of a 4" pad, installation of poured in place surfacing (Option A), an alternative bid for crumb rubber surfacing (Option B), cost of surface testing, dirt work, perimeter sidewalk (optional), cost of concrete, drainage and site furnishings. The Stemmerman Park bid included: curved climbing wall/freight/installation, spring surfer/freight/installation, 2 spring toys/freight/installation, 4 person rocker/freight/installation, installation of existing twirl slide and 2 bay swing set, installation of a 4" pad, installation of poured in place surfacing (Option A), alternative bid for crumb rubber surfacing (Option B), dirt work, surface testing, perimeter sidewalk (optional), cost of concrete, drainage and site furnishings. (Please note: If the poured in place surfacing would be utilized a rebate for the cost of material would be realized.) The bids are as follows: Option A Sterling West Cunningham Game Time Steyer Park $102,579.75 $124,223.00 Stemmerman Park $ 90,979.25 $130,538.92 Option B Steyer Park $83,740.00 $111,025.60 Stemmerman Park $62,427.25 $101,132.86 (Please note: The bid received from Creative Sites was submitted only for Option A and was deemed incomplete and unusable in the bid process. The Option A bid for Steyer Park was $114,700.00 and the Option A bid for Stemmerman Park was $118,650.00. In addition Creative Sites would not allow any outside contractor to do work on what they deemed their project.) In an effort to keep the cost of construction as reasonable as possible and utilize a local business a bid was requested from Olson and Stewart Construction Inc. for the perimeter sidewalk. The Olson and Stewart bid for both Steyer and Stemmerman Parks was $4,106.25 which was a 50% savings in material and labor when compared to the Sterling West and Cunningham Game Time bids. Jeene Hobbs moved to accept the Option A bid from Sterling West for both the Steyer and Stemmerman Park playgrounds. The motion was seconded by Todd Wick. All members voted in favor of the motion. Jeene Hobbs moved to accept the Olson and Stewart Construction Inc. bid for the perimeter sidewalk for both the Steyer and Stemmerman Park playgrounds. Betsy Anderson seconded the motion. All members voted in favor of the motion. 2. Friends of the Arboretum meeting. The July Friends of the Arboretum meeting is scheduled for July 12, 2019.
