CIVILIAN RETIREMENT COMMITTEE
November 28, 2018
A meeting of the Civilian Retirement Committee was held on November 28, 2018 at 1:25 p.m. in
the Blair Council Chamber. The meeting was called to order by City Administrator Storm.
Those present were Bob Frahm, Gayle Roberts, Pat Long, Brenda Wheeler, Assistant City
Administrator Green, and City Administrator Storm, Absent: Terry Vandry, Deanna and Deanna
Jensen.
Motion by Frahm, second by Roberts to approve the minutes of the May 5, 2018 meeting as
presented. All members present voted Aye. Motion carried.
City Administrator Storm stated the Committee has been presented with a Qualified Domestic
Relations Order (QDRO). The purpose of the QDRO is to divide the City of Blair, Nebraska
Civilian Employee’s Pension Plan assets of a former employee because of divorce. The order
creates and recognizes the existence of an Alternate Payee’s (Sharon Everhart) right to receive a
portion of the Participants (Richard Everhart) benefits payable under the city’s employer
sponsored defined benefit pension plan. The Alternate Payee’s may request to elect immediate
distribution, but if not, their share of benefits will be segregated and separately maintained in
account established on their behalf by Principal until such time they request total distribution. This
account will be credited with any interest and investment income or losses that are attributed to
this account. This request has been presented through the courts. The city’s Civilian Plan requires
all QDRO requests to be considered and approved by the Civilian Pension Committee.
Motion by Roberts, second by Long to approve the court ordered QDRO request for former
employee Richard Everhart as presented. All members present voted Aye. Motion carried.
Motion by Long, second by Frahm to adjourn the meeting at 1:35 p.m. All members present voting
Aye. Motion carried.
