2019-02-13Blair Park Board Meeting Minutes February 13, 2019
The meeting was called to order at 7:05 p.m. There was no formal
discussion on any topic until 7:30 p.m. when a quorum was reached.
Present: Joe Burns, Steve Tonn, Jeene Hobbs, Betsy Anderson, and
Parks Superintendent Pat Long.
Approval of Minutes: The January 9, 2019 Minutes were accepted with
minor corrections. 1) The spelling for `Steyer' Park was corrected. 2) The
date for the Friends of Arboretum meeting should have read January 16tH
Approval of Bills: No bills presented.
Old Business:
1. Discussion of current park reservation and fee guidelines.
A progress report was presented regarding the current park
reservation/fee guidelines. The discussion will be on going and
will include the possibility of increasing fees/deposits for park
structures that have electric power and/or amenities.
2. Discussion of Stemmermann Park playground.
The proposed playground plans were reviewed. For safety
reasons the revised plan calls for the relocation of the play area
away from 10th Street. The reorganized play area would
encompass 77x32 sq. ft. The total inclusive cost of building the
new site, the relocation of some of the original play equipment
and the additional purchase of a new climbing wall would be
$64,596.00.
3. Discussion of Steyer Park playground.
The updated improvements for the playground were reviewed.
These improvements would include the purchase of a new twirl
slide and a new rope climber, new surfacing, relocation of some
of the existing play equipment, and the addition of eight parking
stalls. The total expenditure for this renovation would be
$87,445.00.
New Business:
1. Official name designation for ice skating park.
The ice skating park at 19th and Front Street has officially been
designated as the Rich Warrick Memorial Park.
2. Discussion of a possible smoking ban for all parks and facilities.
A constituent brought forward a recommendation to ban all
smoking from city parks and facilities. A review will be initiated
with the city administration; this will include potential
enforcement, the need for signage and the possibility of a
public poll to substantiate the recommendation.
3. The Arbor Day Celebration.
The celebration is scheduled for April 26 at 1:30 p.m. at the
Blair Public Library and Technology Center. A tree grant is
being submitted for 12 trees to be planted at the library,
throughout the city parks, the cemetery and the down town
area. An additional 10 trees will be planted at the new ice
skating rink area.
4. Update on the Tower of the Four Winds.
The proposed repairs for the Tower of the Four Winds are
being reviewed and it is anticipated the contract will soon be
signed. Renovations will begin as spring weather permits.

Tonn. The meeting adjourned at 8:03 p.m.
