1999-05-22BOARD OF ADJUSTMENT Meeting of May 22, 1997 The Blair Board of Adjustment was called to order at 12:00 Noon by Chairman Doug Cook. Members present were Doug Cook, Dave Bohling, John Jacobson, Robert Sims, Paul Buckingham and Randy Lock. Others present were City Attorney Samson and City Administrator Storm. City Administrator Storm reviewed the board's responsibility when reviewing a variance request. He also reviewed the voting procedure and the responsibility of the alternate member. Storm introduced Paul Buckingham and Randy Lock as the two newly appointed board members. Motion by Buckingham, second by Sims to approve the minutes of the May 17, 1997, meeting as presented to members. All members present voted Aye. Chairman Cook declared the motion carried. Mark Olson was present to answer questions regarding his variance request. Mr. Olson indicated this area was plotted in 1964 before a zoning ordinance. He indicated all the houses on this street were constructed 15' off the property line. He stated due to the geographic condition, size of the lot, and the setback off Adams of 25, this lot is unbuildable with the required 25' front setback. Mr. Olson also presented house plans of the house he is proposing to build on this lot. He discussed the fall of the house in the rear, the narrowness of the lot, topography, the affect of this variance on surrounding property, square footage of the house and access off of Adams Street. The Board addressed several concerns as to the square footage of surrounding properties, timeframe when surrounding properties were built, access onto Adams Street, requirement for sidewalk on Adams Street and on 10"' Avenue and adoption of the Zoning Ordinance. Secretary, Brenda Taylor, addressed the Board stating Charles Schultz and Mary Zalazink both phoned stating they opposed the granting of any variance. Milton Sorensen, surrounding property owner, addressed the Board with his concerns regarding the variance. He stated he and the neighbors were against the variance as they thought Mr. Olson was requesting to be closer than 15'. He indicated he really had no problem with the variance as presented by Mr. Olson. The Board held a discussion regarding the property lines and location of existing houses in relationship_ toproperty lines. Mr. Olson stated he had his property surveyed and the other measurements were taken from the center of the street determining approximate property lines. Motion by Buckingham, second by Jacobson to approve the variance application submitted by Mark K. Olson, 863 N. 10 Street, Blair, Nebraska for a 10' variance to the front yard setback of 25' for the purpose of constructing a new home on Lot 6, Block 2, Beck's Addition, Blair City, Washington County, Nebraska with the following stipulations: 1) variance limited to proposed house and plans submitted and 2) no access will be permitted off Adams Street.
