BOARD OF ADJUSTMENT
A meeting of the Blair's Board of Adjustment was held on August 26,
1991, at 12:00 noon, in the Council Chambers of the City of Blair,
Nebraska.
Board Members present at the meeting were Martin, Beck, Eppley and
Carlson.
Present were Wyman Nelson, Rodney Storm and William Wilson.
Also present were Earl Sulhoff, Mike Sulhoff, Kelly Hall, Brad Jacob-
sen, Dennis Martin and Clark Jensen.
Chairman Martin asked for a motion to suspend the reading of the
previous meeting. Motion was made by Beck and seconded by Eppley.
Ayes 4, Nays 0, motion carried.
Agenda #4: Mike and Earl Sulhoff asked for a 12 ft. variance at 1616
Adams St., on the North Side of the property line to build 12 garages.
A discussion was held and Beck asked for a continuance of this dis-
cussion to go to the site and look this variance request over. After
Agenda 5 and 6 were heard and acted on, the group went to the location
to view the variance for the 12 garages.
After returning to continue with the meeting, Eppley made the motion
to grant the 12 foot variance on the North property line; provided
asphalt parking spaces be made on the East Side of the West driveway
and remove the temporary block structure to provide additional park-
ing space. Seconded by Beck. Ayes 4, Nays 0. Motion carried.
Agenda #5: Jason Hall and Kelly Hall want to put a garage on their
property at Tax Lot 163 in Section 13-18-11, but a variance of 8 feet
would be required, 100 ft. set back from the center of the Highway.
Rod Storm explained the actual setback would require a 17 ft. variance.
The house and neighbor's house and garage were in place andif the
garage was not closer to the highway than the house, Storm could not see a
problem.
A motion by Beck and seconded by Eppley to grant the 17 ft. variance
to put up a garage, provided the garage is in line with the house.
Chairman Martin called for the vote. Ayes 4, Nay 0. Carried.
Agenda #6: Mr. Bradley Jacobsen and mr. Dennis Martin, representing
B & D Truck Parts, Inc., was back asking for consideration of waiving
screening requirements, which the Board of Adjustment ordered a cedar
fence to be put in place (see City of Blair Board of Adjustment meet-
ing on April 18, 1991.). After discussion was heard and Clark Jensen,
a tree expert �-i_explained that he had available trees large enough to
cover the 8 foot, plus to screen the property, and that a double row
of trees would be needed.
A motion was made by Eppley to allow B & D Truck Parts, Inc., to sub-
stitute Scotch Pine trees for the red cedar fencing on the following
conditions. The trees shall be located on the same coordinates as
the approved fence set forth in the minutes of the meeting of April
18, 1991. The trees shall totally obscure vision up to a minimum of
eight (8) feet, though any terrain variations, larger and taller trees
may be requqired so no view of the salvage yard is visible from the
traveled roadway. (In those areas Austrian Pines may be used.) The
trees will be moved, watered, and-ertilized in such a manner as to
insure their visibility, and any diseased or dying trees will immediately
be replaced with a tree which complies with all requirements of the
variance. The vegetative barrier shall be in place by October 18, 1991.
Motion was seconded by Beck. Chairman Martin called for the vote.
Ayes 4, nays 0. Motion carried.
There being no other business at this time, Chairman Martin asked for
adjournment. Motion by BEck and seconded by Eppley. Ayes 4; Nays 0.
Motion carried.
