1991-04-18A meeting of the City of Blair's Board of Adjustment was
held on April 18, 1991, at 12:00 Noon in the Council Chambers of
the City of Blair, Nebraska.
Board members present at the meeting were Martin, Beck,
Waite, Eppley, Carlson and Hansen, the Alternate.
Also present were Wyman Nelson and Rodney Storm, plus Mr.
and Mrs. Steven R. Andersen, who was requesting a variance at
their property located at 1349 Prospect, in Blair, and Brad
Jacobson and Elaine Martin representing B & D Truck Parts.
Chairman Martin asked for a motion to suspend the reading of
the previous meeting's minutes. Motion was made by Eppley,
seconded by Beck and carried.
Mr. Andersen stated he would like to expand his garage from
a one -car to a two car garage and needed the variance for a side
yard setback from 7 ft. to 1 ft., 6 in. The neighbors, Mr. and
Mrs. Jack Chapman, had no objection.
Motion to grant the variance provided the runoff of water
would not flow toward the Chapman property was made by Waite,
seconded by Beck and carried. Ayes: 5 Nays: 0
Chairman Martin opened the discussion on the tabled request
by B & D Truck Parts from the March 21, 1991, meeting. After
considerable discussion, Chairman Martin asked if any member
desired to make a motion. Beck then moved to grant a 450 foot
variance of the set back requirement from a point on a line
perpendicular to the property boundary adjacent to the Highway 30
right of way from the Southwest corner of the building and such
450 foot variance running to the Southwest corner of the property
which is adjacent to the Highway 30 right of way, a 388 foot
variance from a point on a line perpendicular to the property
boundary adjacent to Highway 30 from the Northeast corner of the
building, such 388 foot variance then running Northeast to a
point 10 feet from the property line adjacent to the county road,
490 foot variance on the border of the property adjacent to the
county road, and a 500 foot variance on the property boundaries
which are not adjacent to the Highway 30 right of way or the
county road right of way provided, however, that the required
fencing shall be constructed of red cedar wood and may consist of
staggered board construction, however, it shall be constructed in
such a way as to prohibit any visibility behind the fence from
any roadway, further that the height of the fence shall be
increased to exceed 8 feet through terrain variations so as
to prohibit visibility of any areas behind the fence from the
roadway, seconded by Waite. Ayes: 5 Nays: 0 Motion
carried.
Chairman Martin opened the hearing on the request by B & D
Truck Parts to waive the fencing and screening requirements on
the boundary lines that do not border Highway 30 or County Road.
There being no discussion, Chairman Martin declared the hearing
closed. Motion by Waite to grant a variance waiving the fencing
and screening requirements on the boundary lines that do not
border , Highway 30 or the county road, seconded by Beck. Ayes:
5 Nays: 0 Motion carried.
There being no other business at this meeting, motion to
adjourn was made by Beck, seconded by Waite and carried. Ayes:
