1991-02-21CITY OF BLAIR BOARD OF ADJUSTMENT A meeting of the City of Blair's Board of Adjustment was held on February 21, 1991, at 12:00 noon, in the Council Chambers of the City of Blair. Board Members present at the meeting were Martin, Beck, Waite and Carlson. Also present were Dennis Martin, Attorney for B & D Truck Parts, Inc., and Bradley W. Jacobsen, who is a partner of the B & D Truck Parts, Inc. Present also were Wyman Nelson, City Attorney, and Rodney Storm, City Administrator for the City. Chairman Martin asked for a motion to suspend the reading of the Minutes of the meeting held December 13, 1990. Motion made by Beck, seconded.by Waite and carried - 4 Ayes. (Item #4.) Mr. Dennis Martin and Bradley Jacobsen explained the hardship and in fact, the impossibility to meet the Salvage Yard Specs of the City of Blair's Comprehensive Plan. A Discussion was held if a high fence would be feasible, provided it was held back of the property lot line on the Highway #30 side and also on the North Side of the gravel road. Mr. Martin and Mr. Jacobsen asked for a Continuance of the Variance, and said they would pay a surveyor to stake out the Lot lines and also where the fence might be placed, and the Board and City Personnel would meet at Noon, March 14, 1991, to review the variance again. The fence setback would have to meet the Board's approval. A Motion to meet again on March 14, 1991, at 12 noon, for theContinuance of the Variance was made by Waite, seconded by Beck, and carried. - 4 Ayes. (Item #5). Board Members present at this meeting were Martin, Beck, Waite and Carlson. Also present were Wyman Nelson and Roger Storm. LeRoy Stevens was present representing his request for a Variance Permit on his house located at 1070 Nebraska St., Blair, NE. Stevens asked for a 3 ft. 8 In. Variance on the side yard setback to add an addition on his house to the North. A discussion was held and Chairman Martin asked for a motion on the variance requested by Stevens. martin, Beck, Waite and Carlson voted Aye, and motion was carried. (Item #6). Board members present at thismeeting were Martin, BEck, Waite and Carlson. Also present were Wyman Nelson and Rodney Storm. Mr. James D. Judt was present representing his request for a Variance Permit on his property locatted at 1665 State St., Blair, NE. Judt asked for a 2 ft. Variance on side yard set back, but after a discussion, gutter and water runoff from new building was a concern. Drainage would have to run to the North or South, or both ways, of the proposed new building. A side yard variance to the West of 3 ft. and front variance of 0 feet on the North side was discussed. Martin asked for the vote togrant the above variances on this property. Martin, Beck, Waite and Carlson approved the variances, 4 .Ayes, and carried.
