1986-07-23MINUTES OF MEETING CITY OF BLAIR BOARD OF ADJUSTMENT A meeting of the City of Blair's Board of Adjustment was held on Wednesday, July 23, 1986, at 12:00 noon in the Council Cham- bers of the City of Blair, Nebraska. Present for the meeting were Martin, Rhoades, Beck, Snowbeck and Carlson. Also attending the meeting were Bullock, Lemmons, Gordon Ray (contractor), and Dr. Gordon Kuether. Motion to approve the minutes of the June 23, 1986 meeting, as written, was made by Rhoades, seconded by Beck, and carried. The purpose of the meeting was to consider the application for a Variance Permit for Dr. Kuether for construction of a carport on the existing storage garage to the rear of his property. Gordon Ray had a sketch of the proposed carport to be added on to the existing garage. Discussion was held and questions were asked about the carport. Snowbeck's concern was the congestion that could be on the street in front of the property, with a double garage attached to the house, plus all the cement area for driveway already in place. Carlson had not seen the property before the meeting. A motion was made by Rhoades and seconded by Beck to grant the Variance. Voting in favor were Rhoades, Beck and Martin; against Snowbeck and Carlson. Motion was not carried. Again some discussion, and it was decided to adjourn the meet- ing so all five Board Members could go to the property and take another look at the Request for Variance. Motion of the vote previously made was then rescinded by Rhoades and Beck, and theBoard went to�,heproperty and returned to con- tinue the meeting. Again a discussion was held. Carlson's concern was that the R-1 designation of the area should be considered. The area the carport was to be placed was much higher than the backyard neighbors' ground and concern was the water drainage from the carport roof. President Martin asked for a motion to grant the Variance re- quested by Dr. Kuether. Motion was Rhoades and seconded by Beck; Ayes were Rhoades, Beck and Martin - Nays by Snowbeck and Carlson. Motion not carried. There being no other business at this time, motion to adjourn was made by Rhoades and seconded by Beck. All Ayes, motion_ carried. yz�r; "'ROBE'RT. CARLSON Secretary
