2018-18RESOLUTION NO. 2018 - 18
COUNCIL MEMBER ANDERSEN INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, persons, entities, organizations, companies, which include both private and
public entities, within the City of Blair, Nebraska, or Washington County, Nebraska have desired
to contract for the services of Blair police officers for events taking place in the City of Blair or
within Washington County, Nebraska;
WHEREAS, the persons, entities, organizations, companies, which include both private
and public entities, within the City of Blair, Nebraska, or Washington County, Nebraska, desiring
to contract for the services of Blair police officers for events taking place in the City of Blair or
within Washington County, Nebraska should pay a flat hourly rate set by the City.
WHEREAS, a flat hourly fixed rate is desired by the entities and the City for the parties'
planning purposes, budget purposes, and ease of contracting with the City of Blair;
WHEREAS, the City of Blair, Nebraska has developed a flat hourly rate for the City of
Blair to Charge for providing contract security by the Officers of the City of Blair Police
Department.
WHEREAS, the City of Blair is basing the flat hourly rate under this resolution as
reimbursement to the City for the cost of the officer wage, wage- related benefits, and equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF BLAIR, NEBRASKA, that the rate to be charged by the City of Blair for the Blair
Police Department to contract with other persons, entities, organizations, companies, which
include both private and public entities, to provide security, traffic control, crowd control, and etc.
shall be set at $60.00 per hour with an effective date of August 1, 2018 and as may be amended
from time to time by the Mayor and City Council. That all agreements for shall be approved as to
form by the City Attorney for Blair.
It is further agreed that any assistance under a mutual aide agreement or emergency to
another public agency shall not be billed unless the entity is being compensated for providing the
assistance. Necessity, duration, and extent for such assistance shall be determined by the Chief.
BE IT FURTHER RESOLVED THAT THE MAYOR OF THE CITY OF BLAIR,
NEBRASKA, is hereby authorized to execute and deliver, on behalf of the City of Blair, Nebraska,
any documents that may be necessary for approval of rate of pay.
COUNCIL MEMBER ANDERSEN MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER HANSEN.
UPON ROLL CALL, COUNCIL MEMBERS SHEPARD, STEWART, HANSEN, WOLFF,
ANDERSEN, HALL AND JENSENVOTING "AYE" AND COUNCIL MEMBERS NONE
VOTING "NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED
AND APPROVED THIS 20 DAY OF JULY, 2018.
