COUNCIL MEMBER WOLFF INTRODUCED THE FOLLOWING ORDINANCE:
AN ORDINANCE CREATING PAVING DISTRICT NO. 197 IN THE CITY OF BLAIR,
WASHINGTON COUNTY, NEBRASKA, DESCRIBING SAID STREET IMPROVEMENT
DISTRICT AND IMPROVEMENTS TO BE CONSTRUCTED THEREIN, AND PROVIDING
THAT SPECIAL ASSESSMENTS MAY BE LEVIED IN PROPORTION TO BENEFITS TO
THE PROPERTY IN SAID DISTRICT; AND PROVIDING FOR PUBLICATION OF THIS
ORDINANCE IN PAMPHLET FORM.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR, NEBRASKA:
SECTION 1. Pursuant to Sections 16-617, 16-617.01, 16-618, 16-619 and 16-620,
R.R.S. Neb. 1997, Paving District No. 197 be and the same is hereby created within the City of
Blair, Nebraska, the outer boundaries of which District shall encompass the following -described
properties together with the street described below upon which said properties abut, TO -WIT:
A TRACT OF LAND BEING DESCRIBED AS LOTS 17 — 32 and Lots 40 - 41 OF
NORTHERN VIEW SUBDIVISION BEING A PLATTING OF TAX LOT 79 AND 78 LYING
WEST OF THE SOUTH LINE OF WILBUR STREET IN THE NW 1/40F OF SECTION 13,
TOWNSHIP 18 NORTH, RANGE 11 EAST OF THE 6TH PRINCIPLE MARIDIAN, BLAIR,
WASHINGTON COUNTY, NEBRASKA.
Within said District, the street to be improved and improvements to be included are:
South 14th Avenue from Wilbur Street South to south lot line of Lot 41 of Northern View
Subdivision including the cul-de-sac on east side of South 14t" Avenue for Lots 25, 26,
27, 28, Mount Hope Circle from South 14th Avenue west to cul-de-sac, Poulson Drive
from South 14th Avenue east to existing stub no name street, South 14th Circle from
Poulson Drive south to south lot line of Lot 40 of the Northern View Subdivision and
four -feet wide public sidewalks along the east and west sides of South 14th Avenue from
Wilbur Street to the South Lot Lines of Tax Lots 72 and 75 of Section 13, Township 18
North, Range 23 East all within the Northern View Subdivision of Blair, Washington
County, Nebraska.
SECTION 2. The improvements to be constructed in Paving District Number 197 shall
include grading, paving, curbing, guttering, storm sewer and other necessary or incidental
appurtenances to the improvements. Paving will consist of 25 feet wide by 7 inches thick
Portland Cement Concrete and 4 inches thick Portland Cement Concrete pavement for sidewalks.
SECTION 3. All of said improvements shall be constructed to the established grades as
fixed by ordinance of said City and shall be constructed in accordance with plans and
specifications to be approved by the City Council. Said improvements in Paving District
Number 197 shall be made at public cost, and the cost of such improvements, excepting street
intersections, may be assessed against the property within said District specially benefited
thereby, in proportion to such benefits.
SECTION 4. That this ordinance shall be known as Ordinance No. 2357 and shall be in effect
from and after its passage, approval and publication according to law.
