03-14-2018Park Board Meeting Minutes, March 14, 2017 CALL TO ORDER Park Board president Neal Jensen called the March 14, 2018 Park meeting to order at 7:02. Present: Neil Jensen, Jeene Hobbs, Betsy Anderson, Joe Burns, Todd Wick and Parks Superintendent Pat Long APPROVAL OF MINUTES Betsy Anderson made a motion to approve the minutes of the February 21, 2018 meeting. Motion second by Todd Wick. The motion was approved. OLD BUSINESS Discussion of 2017/2018 budget improvements Pat Long reported that the Lions Park bathroom contracts are out for bid, and construction to begin in three to four weeks. He said the trail from north of the depot to the south side of depot would be cordoned off until construction was completed. He reported that the bathroom project was budgeted at $180,000. Funds allocated: $100,000 sales tax, $30,000 Keno and $50,000 NRD. He said the projected cost is significantly less - around $130,000 to $150,000. Cost of bathroom stalls, painting and ADA handrails and installation was not included in the bid package. The city will be looking for volunteers to paint. The inside floors and walls will be primed and sealed with epoxy paint. Steyer Park Playground. Pat reported the Steyer Park Playground has been budgeted at 95,000 - $50,000 sales tax and $ 45,000 keno. Pat distributed handouts with options for playground equipment and placement at Steyer Park. The prices include equipment, curbs and paving of parking areas. Estimated price range of the options ranged from $85,540 for 32 foot youth zone play areas to 39 foot area at $91,069 with larger web climber option. Remaining budgeted funds of just under $4,000 would be reseived for architectural drawings for renovating/modifying the small shelter at Steyer Park. The plan is to open up the shelter to make it a more inviting and usable facility. Board members viewed diagrams showing features and placement of playground structures offered by playground equipment vendors and plans and drawings of the Lions Park bathroom project. NRD Tree grant. Pat said the NRD tree grant should be coming up soon. Parks staff are preparing for the Spring clean-up. Pat said ads are in newspaper and the city is taking applications for seasonal help. Dana Ball Fields. Pat reported that the city now officially owns the Dana ballfields. Needed repairs at the Dana facility includes re -roofing the dugouts, storage building and press box. Fences need repair. Dicks electric will check electrical connections. Steel work needed on backstops. Announcer's booth and shed renovation will probably need to be bid out. He said the city will be looking for community help with painting. The city working is planning to workn with an organization to come in and take care of improvements with cost share/free labor. The city is looking at a 5 year plan for improvements to bring the fields up to where they should be. Outdoor fitness structure. Pat presented a handout and asked for Board discussion on a National Fitness Campaign — outdoor fitness structure. The cost would be $90,000 with a $10,000 grant. Park board consensus is that city should complete improvements and projects in the current park master plan before taking on new projects. Crumb rubber Pat reported that the city should be getting DEQ refund from crumb rubber grant -25 percent of cost of installation and crumb rubber for last two playgrounds. His plan is to take the money and pply to next year's playground project. The amount should be close to $12,000. NEW BUSINESS Arbor Day tree planting is scheduled for Friday, April 27 at Steyer Park.
