Dear Mayor Realph:
This letter certifies that all requirements for final payment and closeout on the abovementioned grant are complete
by the City of Blair. The total grant award was $375,000 for which a payment of 50% of the total grant was issued on
November 20, 2014. The contract termination date is July 7, 2017. The contract stipulates that the Department will
disburse Civic and Community Center Financing Act funds in a total amount not to exceed $375,000; or 50% of the
cost of construction, renovation, or expansion of for the Project; whichever is less.
Pursuant to the contract and to receive the final payment, the City provided project photographs, a budget ledger,
cancelled checks, copies of paid invoices, signed certificate of substantial completion, and other documentation
related to the Project for review. The sum total of project expenditures within the contract effective dates is
$6,219,097.37; this figure exceeds the 1:1 matching funds requirement. The Department shall issue final payment of
$187,500 to the city.
According to your May 24, 2017 letter, the city held a dedication on April 1, with full completion expected on July 1,
2017. This project is also known as TCEP# 862-001-14.
As a reminder, all of the records relating to this CCCFF grant must be accessible to the Department for three (3)
