COUNCIL MEMBER SHEPARD INTRODUCED THE FOLLOWING RESOLUTION:
WHEREAS, the City of Blair with funding assistance from the Papio NRD completed a
Flood Plain study on the watershed and tributaries of the creek commonly referred to as "South
Creek" or "No Name Creek" that flows through the southern part of the City of Blair to update
current published flood plain maps to make sure the maps are correct, and;
Whereas, the City of Blair hired FYRA Engineering Consultants to conduct the flood plain
mapping study, and;
Whereas, the Flood Plain Study report submitted to the City of Blair Mayor and City
Council appears to show the current FEMA flood plain mapping can be updated with new
hydrology and hydraulic evaluations and modeling, and;
Whereas, the FYRA report shows there is currently a structure within the creek on the
abandon railroad right of way east of tenth street that restricts the flow in said creek that increases
the existing flood plain to include several structures and developable property that could
potentially be removed from flood plain regulations should said structure be removed, and;
Whereas, Mayor and City Council have determined that it is in the best interest of the City
of Blair and citizens of Blair affected by the current flood plain mapping to acquire the property
needed for the removal of said structure, to remove the structure, and submit the modified FYRA
flood plain study to FEMA for consideration and approval,
NOW, THEREFORE BE IT RESOLVED, BY THE BLAIR CITY COUNCIL that the
Mayor and City Staff are authorized to take the following action to move forward as expediently
as possible with the submittal of the FYRA Flood Plain report to FEMA requesting approval of
the report and the issuance of new flood plain maps to reflect a revised floodway and flood plain
as recommended in said report.
1. Whereas time is of the essence in getting said report submitted, Mayor and City Staff are
hereby authorized to advertise and request bids from qualified contractors for the removal
of the structure on the old railroad right of way east of 10th street, with said bids to be
received not later than May 15th, 2017 and the work to be completed not later than August
1, 2017.
2. That if the low bid submitted is $70,000 or less the Mayor shall be authorized to
immediately sign said contract and authorize said contractor to proceed with removal of
said structure.
3. Should low bid exceed $70,000, the award of the contract shall be delayed and brought to
the City Council for consideration at the next meeting of the Mayor and City Council.
4. That City Staff shall be authorized to work with FYRA Engineering to submit the modified
Flood Plain study to FEMA, along with any application fees which are currently estimated
between $10,000 and $15,000, as soon as FYRA is comfortable with progress of abandon
railroad structure removal.
COUNCIL MEMBER HALL MOVED THAT THE RESOLUTION BE ADOPTED AS READ,
WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER SHEPARD. UPON
ROLL CALL, COUNCIL MEMBERS SHEPARD, STEWART, WILLIS, HANSEN, JENSEN,
HALL, WOLFF AND ANDERSEN VOTING "AYE", AND COUNCIL MEMBERS NONE
VOTING "NAY', THE MAYOR DECLARED THE FOREGOING RESOLUTION PASSED
AND ADOPTED THIS 25TH DAY OF APRIL 2017.
