CITY OF BLAIR, NEBRASKA
A meeting of the Mayor and Council of the City of Blair, Nebraska was convened in open and
public session at 7:00 o'clock P.M. on January 10, 2017 at 218 S. 16t1i St., Blair, Nebraska. Present were:
Mayor Realph; Councilmembers: Shepard, Stewart, Willis, Hansen, Wolff, Andersen, Hall and Jensen.
Absent was: None.
Notice of the meeting was given in advance thereof by publication, the City's designated method
for giving notice, a copy of the Proof of Publication being attached to these Minutes. Notice of this meeting
was given in advance to the Mayor and all members of the City Council and a copy of their
Acknowledgment of Receipt of Notice and the agenda is attached to these Minutes. Availability of the
agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.
At the beginning of the meeting, the Mayor publicly stated to all in attendance that a current copy of the
Nebraska Open Meetings Act was available for review and indicated the location of such copy posted in
the room where the meeting was being held. All proceedings hereafter shown were taken while the
convened meeting was open to the attendance of the public.
Councilmember Hansen offered the following resolution and moved its passage and adoption:
RESOLUTION NO. 2017- 5
COUNCIL MEMBER HANSEN INTRODUCED THE FOLLOWING RESOLUTION:
A RESOLUTION CALLING FOR PAYMENT AND REDEMPTION OF A PORTION
OF THE OUTSTANDING FLOOD CONTROL BOND ANTICIPATION NOTES, SERIES
2015, OF THE CITY OF BLAIR, NEBRASKA.
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF BLAIR,
NEBRASKA, as follows:
Section 1. That $3,100,000 in principal amount of the following notes, in accordance with
their option provisions, are hereby called for payment on Febivary 14, 2017, after which date interest
on the notes will cease:
Flood Control Bond Anticipation Notes, Series 2015, of the City of Blair, Nebraska, date
of original issue — January 15, 2015, issued and outstanding in the principal amount of
$3,500,000, numbered as shown on the books of the Paying Agent and Registrar, becoming
due and bearing interest as follows:

*This is a partial call of the $3,500,000 Flood Control Bond Anticipation Notes, Series 2015,
of which $400,000 will remain outstanding following such call.
Said notes are hereinafter referred to as the "Called Notes."
Section 2. The Called Notes are to be paid off at the office of the Treasurer of the City of
Blair, Nebraska, as paying agent and registrar (the "Paying Agent").
Section 3. A true copy of this resolution shall be filed by the City Clerk with the Paying
Agent at least thirty (30) days prior to call date and the Paying Agent and Registrar is hereby
instructed to take appropriate action to mail notice to registered owners at least thirty (30) days prior
to the call date and to give notice in form and manner required by The Depository Trust Company.
Section 4. This resolution supersedes and replaces in its entirety the prior resolution of the
Council passed and approved on November 8, 2016, calling the Called Notes for redemption on
December 15, 2016.
COUNCIL MEMBER ANDERSEN MOVED THAT THE RESOLUTION BE ADOPTED AS
READ, WHICH SAID MOTION WAS SECONDED BY COUNCIL MEMBER JENSEN.
UPON ROLL CALL, COUNCIL MEMBERS VOTING "AYE" STEWART, SHEPARD,
WILLIS, HANSEN, ANDERSEN, WOLFF, HALL AND JENSEN AND COUNCIL MEMBERS
NONE VOTING "NAY", THE MAYOR DECLARED THE FOREGOING RESOLUTION
PASSED AND ADOPTED THIS 10TH DAY OF JANUARY 2017.
