February 13, 2001
7:00 p.m.
The Mayor and Council of the City of Blair, Nebraska, met in regular session
in the City Council Chambers on the 13th day of February at 7:00 p.m. The
Efollowing were present: Mayor Mines, Councilmembers: Abbott, Biffar, Fanoele,
McManigal, Realph, Shotwell, Waite and Wolff, City Administrator Storm, Assistant
Administrator Hiller, City Attorney Samson, Police Chief Doeden, Director of Public
Works Schoemaker and City Treasurer Frahm.
Notice of the meeting was given in advance thereof by publication in the
Enterprise or the Pilot -Tribune as shown by the affidavit of publication filed in the
City Clerk's office. Notice of the meeting was simultaneously given to the Mayor
and all members of the City Council and a copy of their acknowledgement of receipt
of notice and the agenda is filed in the City Clerk's office. Availability of the agenda
was communicated in the advance notice and in the notice to the Mayor and
Council of this meeting. All proceedings hereafter shown were taken while the
convened meeting was open to the attendance of the public.
Agenda Item #3 - Motion by Fanoele, second by Abbott to approve the
Consent Agenda; Council Minutes of January 23, 2001; Clerk report on Mayoral
action of January 23, 2001; January reports and expenditures; Mayoral appointment
of Jim Realph & David Waite to the 2001 Gateway Development Corporation Board.
All Councilmembers voted Aye. Mayor Mines declared the motion carried.
Agenda Item #4 - Mayor Mines opened a Public Hearing to consider an COUNCIL VOTE
,Overpass on 10th Street. Motion by Abbott, second by Fanoele to receive and place AGAINST 11TH ST,
on file a letter from Arnold Rosterman. George Tyson, 1229 N 28th Ave, spoke OVERPASS
against the overpass. , Dr Bagby, 844 S 17th St, questioned the coordination with the
by-pass. Rosie Moore, 12026 Co Rd 17, spoke against the overpass noting school
traffic issues. Myrna Moen, 104 Walnut Ave, Herman, spoke against the overpass
noting increased traffic on residential streets. Motion by Fanoele, second by Abbott
to not proceed with the development of an overpass at 10th Street. All
Councilmembers present voted Aye. Mayor Mines declared the motion carried.
Agenda Item #5 - Mayor Mines opened a Public Hearing to consider acONDITIONAL USE
Conditional Use Permit application for one (1) year submitted by Hand and Spidt,pERMIT FOR HAND
Highway 30, Woodbine, Iowa to operate a carpenter shop at 330 N 16th St. PlanningSPIRIT CARPENTER
Commission recommended approval for one (1) year. There were no commentsSHOP
from the floor or in writing. Mayor Mines closed the Public Hearing. Motion by
Abbott, second by McManigal to approve the Conditional Use Permit for one (1)
year. All Councilmembers present voted Aye. Mayor Mines declared the motion
carried.
Agenda Item #6 - Motion by Abbott, second by Fanoele to continue a request POSTPONE REQUEST
by James A. Kurtenbach, 1125 Stonecreek Dr, Blair to construct a contractor yard BY JAMES RRENBACH
on Tax Lot 33, Section 9, Township 18, Range 11 E, Blair, Washington County, FOR GOND. USE
Nebraska. All Councilmembers present voted Aye. Mayor Mines declared the
motion carried.
Agenda Item #7 - An Ordinance on the sale of Airport Property was
withdrawn.

Councilmember Abbott moved that the statutory rule requiring reading on
three different days be suspended. Councilmember Wolff seconded the motion to
suspend the rules and upon roll call vote the following Councilmembers voted aye:
Abbott, Biffar, Fanoele, McManigal, Realph, Shotwell, Waite and Wolff. Th
following voted nay: None. The motion to suspend the rules was adopted by three
fourths of the Council and the statutory rule was declared suspended fo
consideration of said Ordinance.
Said Ordinance was then read by title and thereafter Councilmember
Shotwell moved for final passage of the Ordinance, which motion was seconded by
Councilmember Fanoele. The Mayor then stated the question was "Shall
Ordinance No. 1921 be passed and adopted?" Upon roll call vote, the following
Councilmembers voted aye: Abbott, Biffar, Fanoele, McManigal, Realph, Shotwell,
Waite and Wolff. The following voted nay: None. The passage of said Ordinance
having been concurred in by a majority of all members of the Council, the Mayor
declared the Ordinance adopted. A true, correct and complete copy of said
Ordinance may be found in the Ordinance Record Book.

Agenda Item #11 - Request by Councilmember Biffar to modify the 2000 DISCUSSION RE
International Building Code. Motion by Abbott, second by Fanoele to refer to the MODIFICATIONS TO
Judiciary Committee. All Councilmembers present voted Aye. Mayor Mines 2000 INTER'L
declared the motion carried.

Central Reserve Life, City Employee's HAL insurance would continue with United
Healthcare. He also reported that the City had received proposals from 9 firms for
the GIS and 4 proposals for the Redevelopment Study.
