2016-Meeting minutes for special committee regarding new restroom at Lions ParkBlair Park Board Meeting Minutes 7/13/16
Blair Park Board met July 13, 2016 with board members Neil Jensen and Joe Burns present. Also
present were Blair residents Dawn Nielsen and Marty Rump and Roger Petersen
Park Superintendent Pat Long and HGM representative Dean Fajen reviewed the Public
Restroom Company proposal for the new Lions Park restroom building.
The cost of the Public Restroom Company facility is estimated at $225,000. Additional costs to
the city would include water sewer, or electrical work. The city would be responsible for
excavating and compacting the soil to regulations and build foundation for the facility. Pat
estimated the total cost would most likely be around $250,000.
Fajen said HGM was asked to look at the concept and see what they could develop to make the
facility look like it belongs there.
The PRC prototype would have a roof pitch of 3 on 12 compared to 6 on 12 for the depot and
few if any architectural features that relate to the depot
Fajen and Long reviewed the site plan and objective to build a multifunction restroom facility
for the depot and other park functions. Fajen then presented the HGM concept drawings
Fajen said The HGM proposal follows the floor plan that the other fabricator developed
consisting of a vestibule, men's and women's RR, lavatory, WC and separate family restroom on
end. Utility room with mop sink, water heater, forced air furnace in place of radiant floor heat
system. Possible air conditioning.
Masonry walls would be insulated and covered with same siding as depot Proposal includes
wood trusses under eaves, insulated attic space. Eave height estimated at 8 or 9 feet. Plastic
partitions separating stalls. Roof pitch 6 on 12 similar to depot and include light accents similar
to depot.
Fajen talked about possibility to bid as precast but thinks masonry would be less expensive.
Fajen estimate the cost at under $ 200,000.
Long and Fajen talked about the potential to make use of volunteer labor and donation of
equipment, material and supplies to bring down the price
Pat Long emphasized the need to get costs down to a more economical range.
"A cost range of $175.00 or under would be better," Long said. He also talked about the need
to look for grant money."
Long said the city has backed off the original time table for completion of the facility. Long
hoped to be ready to go to bid in spring construction to take place later in the spring.
Marty Rump asked when the old restroom would be removed and about the need for a new
restroom . Pat said the old restroom would be removed as soon as the new bathroom
completed. .
Pat talked about the need for a nicer, bigger 4 season restroom and the old restroom would not
be workable or meet ADA code.
Rump also asked about the locking/unlocking procedure for the restroom
Pat talked about the Magna lock locking system for the new facility and eventually all park
restrooms. Restroom would include winter season use for both depot and trail system. Dawn
Nielsen asked about the site placement considerations with possibility of placing the restroom
closer to the depot. Pat said consensus was no one liked original site placement and seeing
restroom immediately on pulling into parking area. Also restricted traffic flow and farther away
from playground area. New site would also be close to trail system and available year round.
Locks automatically opened in morning and closed in evening.
Marty Rump asked about the number of proposals. Pat said there are two proposals at this
time. Restroom World was contacted but did not make proposal due to limitations/ restrictions
on width and height.
Pat talked about the need to look for grant money from Game and Parks, or private. He said
Lions Club is good with donations. Recently made $4,000 for playground equipment.
Marty commented on reserving facility. " Its' ridiculously cheap "
Pat suggested talking to council members about raising cost.
Dawn suggested new restroom would justify increase in fees.
Pat said citizens need to talk more with council.
Dawn noted the restroom entryway arch in HGM elevation does not match depot architectural
features. Fajen said design could be squared off -square element
Marty said family restroom could be mistaken for utility areas. Pat said Family restroom would
include signage. Family restroom relocated to this side closer to depot.
Accent lighting similar to Depot.
Marty Rump asked about Vandalism. Pat said vandalism is most prevalent at Black Elk and
Steyer Park. Magna lock system would help. He also discussed the possibility of security
systems including cameras. Camera mounting system now in place at Black Elk -Neihardt and
Stemmermann and could be added to Lions Park. Power pole hookup cost is around $100.
