Quiet Zone DesignFELSBURG TH O' L — & VELEM. connecting and enhancing. communities February 10, 2014 Mr. Al Schoemaker, PE Public Works Director City of Blair 218S16 th Street Blair, NE 68008 RE: Blair Quiet Zone Preliminary and Final Design Services Dear Al, Per your request, Felsburg Holt & Ullevig (FHU) is submitting this proposal for supplementary services associated with railroad crossing improvements for the City of Blair Quiet Zone. This proposal has been developed to provide estimated fees associated with preparing cost estimates, specifications, bid documents, and coordination with prospective bidders for the wayside horns at two locations in the City of Blair. We have based our revised fee estimates on the Amended Scope of Services (Appendix A) from our original contract by adding Task 6 below: TASK 6. Permit Applications / Agreements a. The Consultant will provide specifications and bid documents including UPPR general requirements for the installation of the wayside horns at 10th Street and 16th Street. The Consultant will respond to questions from potential bidders, review and provide comments on bids received, comment on UPRR engineering, utility crossing, contractor right -of -entry, and/or wayside horn agreements for the City to consider and discuss with the UPRR before execution of the wayside horn installations for 10th Street and 16th Street. It is assumed that the City Project Manager will serve as the contact person for the UPRR to obtain their costs and agreements associated with the proposed improvements, including interfaces to railroad circuitry, location of crossing equipment and design review costs. b. The City will prepare the Notice of Intent to Create a Quiet Zone and the Notice of Quiet Zone Establishment for submittal to the UPRR, FRA and NDOR. The Consultant will provide these services on an hourly fee basis to participate in any negotiations and attend any meetings to interact with UPRR officials as directed by the City. Project Schedule Upon receipt of a signed agreement, FHU will begin working on this added assignment. We anticipate the completion of the wayside horn final design plans and specifications in 30 calendar days. This schedule is based on a review period of one week for the City to review the final plans and specifications. Project Fee Estimate We propose to conduct these services on a Cost plus Fixed Fee basis, with other direct costs, such as printing and postage, which are reimbursed at a rate of 1.1 times actual cost. At our standard hourly rates, we estimate that the supplementary services associated with the wayside horn improvements could be completed for $5,850 resulting in a revised total maximum fee of $49,850. This amount would be established as a "not to exceed" limit beyond which no charges could be made without the City's prior written approval. We have attached a detailed fee schedule (Appendix B) that shows the assumptions included within our fee estimate for the additional services.
