08-10-2016Blair Park Board Meeting Minutes 8/11/16 The Blair Park Board met on August 10, 2016 at Lions Park. The following members were present: Neil Jensen, Steve Tonn, Roger Petersen, Joe Burns, and Superintendent Pat Long. Neil Jensen called the meeting to order. Roger Petersen moved that the minutes for May 11, 2016 be approved as mailed. Joe Burns seconded the motion. Motion carried. There were no bills presented. Old Business: Parks Superintendent Pat Long reported on progress on the new bathroom facility in Lions Public Restroom Company has submitted a price of $225,000. Pat said we need to bring that down, but when you look at it and try to figure out what to cut there isn't much there. Pat said we don't want a plain Jane block building that doesn't fit in. We want to try and get something that matches. Making the building any smaller will not work. Pat also wants to keep the electronic locking system because in the long run it will be a savings. Pat talked about the possibility of getting the concrete pre manufactured box from Public Restroom Company brought in with no roof and then putting on the roof and doing the siding. Pat said he thinks we can get it cheaper. HGM is also working on the design. HGM needs to change the arch over the entrance on the preliminary drawings. HGM will start putting together bid documents. Pat said we could decide to let Public Restrooms bid on it too, then do some things (roof and siding) and go with pre manufactured. New Business Pat Long gave an update on the preliminary budget items for the Parks Department. Black Elk budget would be cut from $3,000 to $2,500. The office budget would be cut by $500. The motorized equipment budget of $30,000 for a new truck would be moved to playgrounds. Signs and other improvements would be cut by $2,000 with $2,000 remaining. He said there is a possibility of another 5 percent cut due to budget gap. Additional reductions could include further cuts in small motorized equipment, park signs, and reduce half position for seasonal help. The Proposed Budget right now for the Parks Department is $33,000 and another $2,000 in donations to make total budget of $35,000. He said the $150,000 allotted for the restroom would be moved to the next budget. Pat updated the progress on the new playground at Lions Park. The underground power work has been completed and poles removed. The playground concrete surface has been poured. If the weather cooperates, Pat said he hoped the playground would be completed in the next three to four weeks. The old playground equipment would then be removed. Pat also informed board members that there is a possible donor who may be interested in funding a playground improvement and equipment at one of the parks Roger Petersen moved the meeting be adjourned.
