I received an email list of a few possible Code concerns from John Engstler that you and he discussed and needed some Architectural clarification from me. I've listed them below with my comments. My overall opinion is these fall under the Existing Building Code and do not need to be corrected. Note: City of Blair has adopted the 2009 IEBC, International Existing Building Code, so these concerns fall under the definition of the lowest level scope of work, an "Alteration - Level 1". Alteration Level 1 talks about maintenance and direct replacement of building components that by current Codes aren't ideal, but do not reduce existing safety or accessibility and therefore can remain. Items: 1) The existing front entry vestibule is having the north and south existing exterior swing doors replaced and upgraded to sliding automatic doors. This replacement in itself triggers no required Code upgrades and is actually making the door openings safer and more accessible. A concern was expressed about the existing stoops, but John has indicated he already plans to replace the south stoop and make it Code compliant. The north stoop by Existing Code can stay existing. 2) The two interior vestibule doors leading into the store are being replaced in the same location. There was a concern about the two small ramps that rise approximately 2". Again, doing a direct replacement on the doors does not trigger any additional required scope or Code upgrades. 3) There was a concern about the dead-end corridor length leading to the offices. By current IBC 2009 Code, 20 feet is the base maximum, but both the IBC and Life Safety Code allow this to be increased to 50 feet with a sprinkler system. I agree with you on all three items in your letter. I would like to point out that we never required the dead end corridor to be altered. (See attached item #18 on my 9/30/14 plan review letter). We just said that the State MAY not approve. The current approved plans show there is a door opening at the w. end of the corridor. Is this opening going to be closed now? If so, that meets our code but we will need an addendum from you. Otherwise, there is an issue with a step down at that door opening that needs addressed. We will need addendum drawings for the new S. landing and the new sliding doors of the main entries for City approval prior to installation. On another note, I failed the inspection for the new man door landing at the new S. addition, w. end. I told the contractor that we need the landing constructed as per your details on the approved plans or another drawing from you that meets code for us to review and approve prior to construction. Provide one more set of plans for us to mark and return to you. We received only one set. 2. Provide storm water plans and calculations. 3. Submit 2 sets of Fire Sprinkler plans and Call 402-426-4191 to apply for a Fire Sprinkler permit to the City of Blair. 4. Show on the plans a new four foot minimum wide public sidewalk along HWY 30 for the length of the lot. Truncated domes are required on both sides of the driveway. City will provide the actual truncated dome pads for you to install. 13. At a minimum, construct a walkway from the public sidewalk adjacent to the driveway up to the new 5' wide concrete section at the South end of the new parking lot. (See sheet C1-01.grid 6-E). We would prefer you consider an accessible path from the public sidewalk to the main entrance of the building that would meet ADA requirements unless you can demonstrate that it is technically infeasible. 14. Will there be any high piled combustible storage? (Storage over 12' above the floor) 15. Show exit signs at all exits and exit illumination as per IBC requirements. Show backup power for both. 16. How many BTU's is the heating equipment? Is it fuel burning? Will it be in the mechanical room shown on the plans or on the roof? 17. Show the ventilation occupant load for breathable air as per Chapter 12, 2009 edition of the IBC. Show how many CFM's per person per space or room. 18. Based on our experience, the dead end corridor shown on Sheet A105 for the offices and break room may not meet State approval. They review the plans under NFPA 101.
