PROJECT UNDERSTANDING

Shepard Enterprises is planning to build on the site described above. The existing site has been
graded and is currently covered with grasses and crushed rock. The total area of the property is
2.0 Acres. The future proposed building and concrete area is anticipated to cover approximately
0.6 acres. Crushed rock will cover approximately 0.5 acres and grasses will cover the remainder.
It is possible that more of the site will be covered with concrete in the future.
The site is basically divided in half. Area Al drains to the north, and Area A2 drains to the
southwest. The entire site drains to an existing 42 "x54' Corrugated Metal Pipe (CMP) at the
southwest corner of the site.
The City of Blair, NE requires that storm water runoff from the 100 year storm event on a
developed condition must not exceed the historic condition.
The drainage analysis for the existing site conditions was completed using the Win TR -55 Small
Watershed Hydrology program developed by the Natural Resources Conservation Service
(MRCS). Output data includes storm water runoff for the 10 -yr, 25 -yr, 50 -yr, and 100 -yr storm
events. The proposed condition drainage analysis was completed using the WinTR -20 program
developed by the Natural Resources Conservation Service (MRCS).
EXISTING SITE CONDITIONS Al

The difference between the existing site condition and the proposed site condition is 1.1 cfs for
the 100 yr storm event. Due to the small difference in storm water runoff between the historic
condition and the future proposed condition, we would suggest a relaxation of the storm water
retention re uirement this area.

If the City of Blair, NE would prefer to have the additional runoff retained, we wDbe
recommend constructing a 2' high berm at the northeast corner. A 12" diameter CSP shou installed at a 1.0% slope through the berm for drainage. The flow rate through the culvert

equal 1.3 cfs, which is much lower than the historic Q100 flow rate of 3.1 cfs.

The difference between the existing site condition and the proposed site condition is 3.8 cfs for
the 100 yr storm event. We would recommend constructing a 2.5' high berm at the southwest
corner. A 12" diameter CSP should be installed at a flowline in of 1063.50 and an outlet
elevation of 1063.40. The proposed flow rate through the culvert is 3.8 cfs, which is less than
the historic Q100 flow rate of 4.7 cfs.
