Per our discussion, Alfred Benesch & Company has prepared this supplemental to complete a Methods &
Assumptions Memorandum for the additional traffic analysis being requested by FHWA for the Blair Bypass.
This memorandum will document the process in which the traffic analysis will be completed including the data
collection and traffic volume development. This type of memorandum is currently being used by NDOR on all of
their traffic projects to obtain a clear understanding of FHWA expectations of the traffic analysis process.
FHWA, NDOR, and the City will sign the memorandum to provide a clear understanding and expectations for the
traffic analysis for the entire study team.
The proposed fee to complete this task of the project is Not to Exceed $6,500. This task includes two meetings —
one with NDOR staff and one with NDOR and FHWA to review the memorandum.
