The following being present: Mayor Mines; Council members: Abbott, Betts, Ellis, Kros, Realph, Reeh, Ryan and Shotwell. City Administrator Storm, City Attorney Nelson, Police Chief Doeden, Director of Public Works Whitaker, and City Clerk Diedrichsen. I Notice of the meeting was given in advance thereof by publication in the Enterprise or the Pilot-Tribune as shown by the affidavit of publication filed in the City Clerk's office. Notice of this meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgement of receipt of notice and the agenda is filed in the City Clerk's office. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedin9s hereafter shown were taken while the convened meeting was open to the attendance of the public. Motion by Councilman Kros and seconded by Councilman Betts that the rules be suspended and that the minutes of the February 25,1997 meeting be approved but not read at this meeting for the reason that the Mayor and city Council were furnished a written copy of said minutes prior to the Council meeting. All Councilmembers voting, Aye, Mayor Mines declared the motion carried. city Clerk reported on Mayoral action of the February 25,1997 meeting regarding Ordinances and Resolutions. Motion by Councilman Betts, second by Councilwoman Ellis to receive the February city reports and place on file. All Councilmembers voted Aye. Mayor Mines declared the'motion carried. I Motion by Councilman Kros, second by Councilman Ryan to receive the following bids for Operations of Fireworks Stand this year, and place on file and refer to the City Attorney; Renegade Fireworks, Lincoln, bid 16,000.00 if only vendor, 8,000.00 if two vendors, 4,000.00 if three vendors; Nebraska Fireworks, Fremont bid 15,800.00, 8,000.00 and 8,000.00; and Egan Enterprises, Lincoln bid 14,501.00,3,500.00 and 2,500.00. All Councilmembers voted Aye. Mayor Mines declared the motion carried. Mayor Mines stated the bid would be awarded at the next Council Meeting. Patty Plugge, Blair Area Chamber Director, appeared before the Council to ask for the same Carnival location and same parade route for the Gateway to the West celebration June 13-15, 1997. Motion by Councilman Abbott, second by Counci lman Betts to approve the requests as presented. All Councilmembers voted Aye. Mayor Mines declared the motion carried. Discussion was held on consideration of Resolution for 30 minute parking by the Post Office. Joyce Nelson, 941 Iowa Ave, questioned the number of spaces to be restricted. Motion by Councilman Betts, second by Councilwoman Ellis to have the Transportation Committee reconsider the number of spaces to be 30 minute parking and have the Council act on the Resolution at the next Council Meeting. All Councilmembers voted Aye. Mayor Mines declared the motion carried. Director of Public Works Whitaker reported on the Plans and Specifications for Street Improvement District 169 and 170 and Grant Street ST 169 and 17Olst to 9th. Councilman Abbott introduced Ordinance No. 1797, which will reflect the changes in our City Code, AN ORDINANCE AMENDING SECTION 5-614 OF THE MUNICIPAL CODE OF THE CITY OF BLAIR, NEBRASKA, SUCH AMENDMENT GENERALLY CONFORMING SAID SECTION TO SECTION 60-6, 197 R.R.S. NEB. AND SPECIFICALLY PROVIDING FOR ADVISE TO A PERSON SUBJECT THERETO THAT REFUSAL TO SUBMIT TO A TEST IS A SEPARATE CRIME FOR WHICH THE PERSON MAY BE CHARGED, REPEALING ALL ORDINANCES OR PARTS OF I I March 11,1997 4286 ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT. I Councilman Abbott moved that the statutory rule requiring reading on three different days be suspended. Councilman Kros seconded the motion to suspend the rules and upon roll call vote the motion the following Councilmembers voted Aye: Abbott, Ellis, Betts, Kros, Realph, Reeh, Ryan and Shotwell. The following voted Nay: None. The motion to suspend the rules was adopted by three-fourths of the Council and the statutory rule was declared suspended for consideration of said Ordinance. Said Ordinance was then read by title and thereafter Councilman Kros moved for final passage of the Ordinance, which motion was seconded by Councilwoman Ellis The Mayor then stated the question was "Shall Ordinance No 1797 be passed and adopted?" Upon roll call vote, the following Councilmembers voted Aye: Abbott, Betts, Ellis, Kros, Realph, Reeh, Ryan and 'Shotwell. The following voted Nay: None The passage of said Ordinance having been concurred in by a majority of all members of the Council, the Mayor declared the Ordinance adopted. A true, correct and complete copy of said Ordinance may be found in the Ordinance Record Book. City Administrator Storm reported on the need for a new pickup truck for the Parks Department. Motion by Councilman Betts, second by Councilman Reeh to approve the Specifications for the truck and authorize to advertise for bids. All Councilmembers voted Aye. Mayor Mines declared the motion carried. . Pall}, PU Æ:.o be ocLt áoJL bÙi6 I City Administrator Storm reported it is time to set the Open Burning dates and Blair Spring Cleanup dates. Clean up will be as last year with dumpsters at the Public Works Building. Motion by Councilman Abbott, second by Councilwoman Ellis to approve Spring Cleanup dates as March 22 and 23, March 29 and April 5 through April 13,1997, hours of operation to be 4pm- 6pm Monday through Friday and 12 noon to 5pm on Saturday and Sunday; Open Burning will be allowed April 5 through 13th, 1997 from 8am to 5 pm daily. All Councilmembers voted Aye. Mayor Mines declared the motion carried. City Administrator Storm reported he is watching the State Legislature and the League interest. 'He reported he met with the County Board regarding a Civil Defense Director to help with volunteers during disasters; First Bank will finish the closing of the alley and take away the barricades; and he reviewed the Zoning Map Changes and the upcoming Public Hearings.
