A 500.0 refundable deposit is being collected for any new commercial, new
residential, and any additions, remodels and accessory building valued $10,000 or
greater at the time of your building permit application.
A $200.00 refundable deposit is being collected for any residential remodel,
addition or accessory building valued under $10,000.
A $50.00 refundable deposit is being collected for all misc. permits.
The City reserves the right to not refund this deposit if any of the following
conditions occur during the construction period:
I1 Theft of water service by the plumber, owner, or general contractor.
2 All permits have not been obtained.
All required inspections have not been obtained.
4 Occupancy occurs prior to a final inspection.
The project is completed without a final inspection being done
W-9 is not filled out for return of deposit
Storm Water Management Plan inspection not obtained. (If Required)
If any or all of these situations occur during construction, you may forfeit your
deposit.
I hereby agree to the above conditions and understand that should any or all
of the above situations occur, the building permit deposit SHALL be forfeited or
discounted upon the discretion of the City of Blair, Building and Inspections
Department.

CHANGE SUMMARY: Attic access openings and rim joist junctions
have been added to the list of specific locations requiring sealing to
prevent air infiltration.
2018 CODE Building Thermal Envelope. The build-
ing thermal envelope shall be durably sealed to limit infiltration. The
sealing methods between dissimilar materials shall allow for differen-
tial expansion and contraction. The following shall be caulked, gas-
keted, weatherstripped or otherwise sealed with an air barrier mate-
rial, suitable film or solid material.
All joints, seams and penetrations.
Openings between window and door assemblies and their re-
spective jambs and framing.
Utility penetrations.
Dropped ceilings or chases adjacent to the thermal envelope.
Knee walls.
Walls and ceilings separating the garage from conditioned spaces.
Behind tubs and showers on exterior walls.
Common walls between dwelling units.
Attic access openings.
Rim joist junction.
Other sources of infiltration.

l . Minimum 10 feet of 4-inch perforated drain the under basement floor of new residential
construction.
2. Drain the shall extend through the footing, common with an attached garage, be attached to a 90-
degree elbow fitting and extend vertically through the garage floor, ceiling, and roof.
3. For residences with no attached garage, piping shall be installed on the outside of exterior wall and
vented no closer than 3 feet from an opening or 18 inches above the roofline; or, vertically through
the interior of the dwelling through the ceiling and roof.
4. Vent fan location: The vent fan shall be located within three feet of the attic access opening.
Exception: An elevated walkway above insulation is provided from attic access to vent piping. The
walkway shall be elevated a minimum of 30 inches above bottom of the ceiling joists and a minimum of
30 inches below bottom of rafters. The walkway shall be a minimum of 24 inches wide.
Exception: Attic access and radon vent are both located within the, garage footprint, Radon vent shall be
exposed within the garage and within 6 feet of an electrical outlet.
