The ladder or stair requirement'is the main difference. Emergency escape windows below the-: Furth story are not required to have an escape route down fc~ graue; However, those windows below adjacent grade are so required. When the depth of a window well exceeds 44 inches (1118 mm), a ladder or stair from that window well is required. The type of ladder or stair is not identified in these provisions. However, a permanently fixed ladder as required by the Uniform Mechanical Code for access to rooftop equipment would be acceptable or any type of usable stair would suffice. Remember, these ladders or stairs are provided for emergency use and need not fully comply with the code. The ever-increasing concern for security, particularly in resi- dential buildings, has created a fairly large demand for security devices such as grilles, bars and steel shutters. Unless properly designed and constructed, these security devices over bedroom windows can completely defeat the purpose of the emergency escape and rescue window. Therefore, the U.B.C. makes provi- sions for security devices, provided the release mechanism has been approved and is operable from the inside without the use of a key or special knowledge. Furthermore, the code requires that in this case the building be equipped with smoke detectors in ac- cordance with Section 310.9.1. Fire deaths have been attributed to the inability of the individual to escape from the building be- cause the security bars prevented emergency escape. The very essence of the requirement for emergency escape windows is that a person must be able to effect escape or be res- cued in a short period of time because in all probability the fire will have spread to the point where all other exit routes are blocked. Thus, time cannot be wasted to figure out means of opening rescue windows'`or obtaining egress 'through them. Thus, any impediment to escape or rescue caused by security de- vices, inadequate window size, difficult operating mechanisms, etc., is not permitted by the code. 310.6 Room Dimensions. Room size, tightness of construction, minimum ceiling height, number of occupants and ventilation all interact with each ather to establish the interior living envi- ronment insofar as odors, moisture and transmission of disease are concerned. Therefore, the U.B.C. regulates room sizes to as- sist in maintaining a comfortable and safe interior environment, and the minimum room sizes become increasingly important as buildings become ever tighter in their construction due to energy conservation requirements. Section 310.6.1 regulates ceiling heights not only to assist in maintaining a comfortable indoor living environment; but also to provide safety for the occupants of the dwelling. As our popu- lation becomes increasingly taller, it is important that tall indi- viduals be able to move about without striking projections from the ceiling with their heads. The basic requirement for a smooth ceiling of relatively con- stantheight is that the ceiling height not be less than 7 feet 6 in- . ches (2286 mtn) for habitable space (see definition of habitable space in Section 209). Kitchens, baths, halls, etc., may have a ceiling height less than 7 feet 6 inches (2286 mm), but under no circumstances may it be less than? feet (2134 mm) measured to the lowest projection from the ceiling. For those ceilings having exposed beams which project down from the ceiling surface, there are two criteria: 1. Where the ceiling beam members are spaced closer than 48 inches (1219 mm) on center, the ceiling height of 7 feet 6 inches (2286 mm) is measured to the bottom of-these members. 2. This exception may not be warranted, as we shall see. The rise and run figures for the steps were new fur the 1985 edition of the U.B.C. and represent a break from tradi- tion. They are based on safety in descending stairs and are the result of a great amount of research. Until recent years, these dinte:nsiuns satisfied all of the rules commonly in use fur stairway geometry. Historically, the pitch angle of stairways has been measured between a plane tangent to the tread nosings and the horizontal. Consequently, the rise and run of steps has been based un cunt- fort in ascending stairs. In fact, one of the reasons given by the proponent of the change to a 7-inch (178 mnt) riser height and an 11-inch (279 mm) tread run was ease of climbing for some handicapped persons. • A~luainutm pitch angle is 37 degrees.
