Subject: Preliminary Building Code Review
Present: Bill Wilson-City of Blair Building Code Official; Gary Nielsen and Mike Mayne-KMA
Discussion:
1. We reviewed the existing building plans, site plan and schematic design plan. We also
reviewed the existing building construction type which is equivalent to Type II-one-hour
noncombustible.
The existing building was built in 1977 with expansion of the 2nd floor planned. KMA is
currently designing for this expansion of approximately 3,000 sq. ft. for an open office
space, 2 offices and 1 conference room.
2. Bill stated that the City of Blair is in the process of adopting the 1991-UBC and associated
codes.
3. Bill stated that the City of Blair does not have a fire marshall to review the~iife safety code.
The State of Nebraska Fire Marshall Office will be in charge of reviewing the plans.
4. Bill said he works with the Fire Marshall's Office during the review/permitting process.

5. Upon Preliminary review of the schematic design plan Bill said due to the north stair
enclosure being open and emptying into the lobby, asmoke/fire detection system may need
to be added, if one is not already installed.
We. indicated that our observation of the existing building indicated that a detection system
had been installed and that we would investigate further.
6. Bill suggested we review our plans with the States Fire Marshall's Office.

Present: Doug Hohbein, Deputy State Fire Marshal; Gary Nielsen and Mike

Discussion:
1. We reviewed the existing building plans, site plan and schematic
design plan. We also reviewed the existing building construction
type which is equivalent to Type II-one-hour non combustible.
The existing building was built in 1977 with expansion of the 2nd
floor planned. KMA is currently designing for this expansion of
approximately 3000 square feet for an open office space, 2
offices and 1 Conference Room.
2. The bank installed a new smoke/fire detection system in every
room of the bank in March, 1988 for insurance reasons. Anderson
Fire Company, now called Fire Master of Omaha, installed the
system.
3. The ionization detectors are all hard wired and connected to a
master panel which has spare room for the expansion plan. There
are smoke detectors in the vault and there is a halon system in
the Mechical Room. The detection system is connected to the
buildings fire alarm system and to the City's Police Station.

Doug Reviewed the existing egress from the first and second
floors. Doug stated that the code now requires the stairs be
enclosed and that they exit to the exterior.
4. Gary suggested that the south stairwell be enclosed by adding a
fire-rated door to the stairwell from the second floor and
provide a door to the exterior at the bottom of the stair landing
on the first floor. The north stair would be left as is
existing.
Doug stated that this would be an acceptable solution to allow
the expansion of the second floor as shown by the schematic
design.

Life Safety Code Review
1. The addition will be built to the existing building type with an added area of
3,700 GSF bringing the total to 24,000 GSF which is within the limited of the,
two storey, Type II, one-hour building type area limit: 27,000 SF..
2. In review and discussion of the new floor plan and existing conditions, the
following was found acceptable for egress and additional fire protection.
3. Since there is no separation between the first and second floors and the
building is not sprinklered, one of the stairs, namely, the south stair, will be
separated with one hour partition, fire doors are to be installed at the top and
bottom of the Stair. Since the first floor corridor that the Stair now exits into
is not a rated corridor, a new exit door is to be added to the bottom of the stair
to allowed direct exit to the exterior without communicating into the existing
corridor.
4. Ionization detector heads will be installed in the new addition so that each
room will be detected. All heads will be tied back to the existing fire panel.
Updating of the fire panels will be done as required to comply with current
code. The existing fire panel was installed in 1988.
5. Exit and emergency lighting will be installed per code requirement.
